Consultant – Monitoring, Evaluation and Learning Advisor, Infectious Diseases – Tuberculosis

This is a fully remote position, open to applicants in India.

📋 Description

• Oversee the design, implementation, and management of monitoring, evaluation, accountability, and learning systems for the PIVOT-TPT project.

• Collaborate closely with the Project Lead, State Operations teams, NTEP officials at both state and district levels, private provider partners, and other essential stakeholders to create a cohesive data ecosystem.

• Create a comprehensive MEL framework that aligns with TIFA and NTEP guidelines, which includes data collection tools, management protocols, and quality assurance procedures.

• Develop monitoring instruments that capture provider engagement, digital clinic operations, contact screening, initiation/completion of TPT, and adherence metrics.

• Carry out midterm and end-line evaluations to assess clinic feasibility, the effectiveness of digital tools, cost-efficiency, and pathways for NTEP integration.

⛳️ Requirements

• Medical Doctor (MBBS) with a postgraduate degree (MD) in Preventive and Social Medicine (PSM) / Community Medicine from an accredited university.

• More than 6 years of experience in monitoring and evaluation of health programs in India, ideally in TB or communicable disease control.

• Proficiency in quantitative data analysis using statistical software such as SPSS, R, or similar tools.

• Familiarity with digital health data systems, including Ni-kshay, HMIS, or comparable national health data platforms.

• Knowledge of program monitoring frameworks and results-based financing models.

• Strong understanding of NTEP guidelines, as well as TB prevention and TPT management practices.

• Exceptional writing and communication abilities tailored for both technical and non-technical audiences.

• Demonstrated capacity to engage with a variety of stakeholders, including government entities, NGOs, the private sector, and donors.

• Proficiency in both English and Hindi.
