This is a fully remote position, open to applicants in Canada.
• Produce analytical outputs that are relevant to policy regarding learning quality and equity through the use of AMPL datasets, collaborating with country teams as co-authors.
• Enhance the national capacity to autonomously apply advanced statistical techniques to learning assessment data in targeted countries.
• Conduct a six-month phased program that integrates structured training, practical application, and technical mentoring, focused on two in-person workshops.
• Evaluate the accessibility and preparedness of AMPL datasets and create a unified analytical framework that addresses crucial policy inquiries about learning outcomes, equity, and the effects at the school/system level.
• Develop training resources that encompass advanced statistical methods, supplemented by practical tools such as annotated code and replicable templates.
• A PhD or an equivalent advanced degree in statistics, econometrics, psychometrics, or a related field; OR a Master's degree in a related field accompanied by a minimum of seven (7) years of pertinent professional experience.
• Proven expertise in analyzing large-scale assessment data, including familiarity with AMPL, MILO, or similar international learning assessment programs.
• Significant experience in multilevel modeling and complex survey data analysis.
• Demonstrated experience in capacity building and training delivery, with at least five (5) years of experience or three (3) comparable assignments, with references available upon request.
• Proficiency in at least one statistical software package (e.g., R, Stata) for analyzing large-scale assessment data.
• Capability to design and provide effective training and mentoring for national technical teams.
• Exceptional writing skills, with a proven track record of producing clear analytical reports, policy briefs, and technical guidance for various audiences.
• Ability to work independently in a remote environment, manage multiple country engagements simultaneously, and meet deadlines.
• Excellent command of English (both written and spoken) is required. Working knowledge of French is considered an asset.
