This is a fully remote position, open to applicants in Washington.
• Identify sustainable programming that aligns with recognized community recovery needs and priorities during the long-term recovery phase.
• Assist Red Cross Long-Term Recovery Operations in incorporating LTR programs and services into broader community recovery strategies.
• Build and sustain robust partnerships with community-based recovery organizations and other key stakeholders involved in long-term recovery initiatives to enhance communication, coordination, and collaboration.
• Broaden partnerships and advocate for resource sharing to enhance community-based recovery outcomes.
• Seek opportunities for ongoing process enhancement and program development, including promoting support for diversity, equity, and inclusion in programs and processes.
• Create, prepare, and present reports, briefings, and presentations for both internal and external stakeholders.
• Collaborate across the Long-Term Recovery Section.
• Assist in developing guidelines for integrating grants, preparedness, and individual resilience programs within community recovery.
• Work with stakeholders across Community Operations, other branches, and regional/divisional teams to create, implement, and assess a cohesive community mobilization strategy for both steady-state and operational contexts.
• Partner with cadre managers and national, division, and regional stakeholders to recruit, develop, and engage a highly skilled volunteer workforce supporting community recovery.
• Evaluate and identify opportunities for cadre engagement and growth.
• Plan and deliver training to enhance volunteer cadre skills in line with community recovery requirements.
• Coordinate with the Long Term Recovery Section, Workforce Engagement, and Training to ensure sufficient learning opportunities (courses/sessions and leadership development opportunities) are available and aligned with skill and responder needs.
• Regularly conduct continuing education calls to inform, communicate, and engage the workforce with program, policy, and system changes, ensuring cadre members receive timely and accurate updates to improve clarity and engagement.
• Identify opportunities for the workforce to participate in active/experiential and peer learning activities, ensuring responders gain knowledge through hands-on and peer-supported experiences that reinforce skill application and retention.
• Support the onboarding of Community Recovery Managers at the start of LTROs.
• Facilitate the transition from response to Long-Term Recovery Operations (LTRO), including performing and presenting community needs assessments to guide LTRO priorities.
• Bachelor’s degree or an equivalent combination of education and experience is required.
• At least 7 years of experience in community outreach, volunteer engagement, partner-agency relations, and disaster response/recovery is preferred.
• Familiarity with long-term recovery programs and frameworks, disaster case management processes, response/recovery operational structures, and volunteer engagement.
• Experience in designing and delivering programs and training.
• Excellent interpersonal, verbal, and written communication abilities.
• Capability to manage multi-stakeholder programs with measurable outcomes.
• Ability to influence others without direct authority.
• Experience in conducting and applying community needs assessments.
• Demonstrated sound judgment with the ability to make timely, informed decisions in complex situations.
• Proven ability to manage community recovery programs from planning through ongoing improvement.
• Proficient in analyzing data and taking action to enhance performance metrics and outcomes.
• Strong problem-solving skills with the ability to proactively address challenges and devise effective, community-centric solutions.
• Ability to work independently and collaboratively while prioritizing and managing multiple tasks in a fast-paced setting.
• Advanced written and verbal communication and presentation skills.
• Capability to deliver equitable and consistent recovery services in line with organizational standards.
• Ability to operate effectively in ambiguous and dynamic environments.
• Skill in translating program needs into workforce capability requirements.
• Experience collaborating with workforce or HR talent development functions.
• Ability to identify skill gaps and propose development strategies.
• Intermediate proficiency with MS Office software, including Word, Excel, PowerPoint, and Outlook.
