This is a fully remote position, open to applicants in Alabama.
• Oversee and assist environmental program staff within the state, including recruitment, onboarding, training, performance management, and workload allocation.
• Offer technical support to rural communities and water/wastewater utilities.
• Aid in resolving operational, regulatory, financial, and infrastructure issues.
• Create reports, feasibility studies, rate analyses, project documentation, and recommendations.
• Supervise and manage state environmental program activities.
• Ensure adherence to contract stipulations, attainment of program objectives, and efficient service delivery.
• Establish and nurture relationships with federal, state, and local agencies.
• Act as a primary liaison for funding, regulatory, and technical assistance collaborations.
• Organize training and outreach initiatives.
• Maintain precise project records.
• Ensure compliance with organizational policies and grant stipulations.
• Assist with special projects and organizational efforts.
• Bachelor’s degree in environmental sciences, social sciences, management, public administration, or a related field preferred, along with 8 years of experience.
• High School diploma and current Water or Wastewater Operator Certification required, coupled with a minimum of 12 years of experience in operating and/or managing community environmental management systems.
• At least 1 year of supervisory experience.
• Understanding of federal, state, local, and private-sector funding programs, regulations, and statutes affecting rural water, wastewater, and environmental management systems.
• Experience in providing technical assistance to rural communities.
• Familiarity with water and wastewater system operations, engineering practices, terminology, and regulatory compliance.
• Capability to supervise professional staff, set performance goals and objectives, and prepare formal reports and program progress updates.
• Strongly preferred experience in managing state and federal contracts and identifying or developing funding opportunities.
• Possession of a valid driver's license.
• Access to reliable transportation.
• Acceptable driving history.
• At least the state minimum personal liability auto insurance coverage.
• Must be authorized to work in the USA.
• Must currently reside in Alabama.
