This is a fully remote position, open to applicants in United States.
• Conduct interdisciplinary research and collaborate with hardware engineers and equipment designers in the planning, design, development, and implementation of electronic data processing systems for both product and commercial software.
• Assess computer user requirements and analyze system functionalities to address issues related to program objectives, output specifications, input data acquisition, programming methodologies, and controls.
• Develop operating instructions and design compilers, assemblers, utility programs, and operating systems.
• Ensure compliance with software standards and evaluate user needs and software specifications to ascertain design feasibility within budgetary and time constraints.
• Collaborate with systems analysts, engineers, programmers, and other stakeholders to design systems and gather information regarding project limitations, capabilities, performance, and interfaces.
• Design, develop, and enhance software systems utilizing scientific analysis and mathematical models to predict outcomes and assess design implications.
• Oversee software system installations and monitor equipment performance to confirm adherence to specifications.
• Update existing databases and database management systems.
• Compose and code both logical and physical database descriptions, and define database identifiers for management systems, or guide others in coding these descriptions.
• Collaborate as part of a project team to oversee database development and clarify project scope and constraints.
• Evaluate project requests detailing database user needs to estimate the time and costs necessary for project completion.
• A Bachelor's degree in computer science, software engineering, or a related field is required.
• A minimum of 5 years of experience with Mainframe IDMS and COBOL.
• Demonstrated creativity and adaptability in problem-solving.
• Capability to work with clients to comprehend their requirements.
• Strong organizational and time-management abilities.
• Exceptional written and verbal communication skills.
• Professional demeanor.
• Experience with Agile methodology and ADSO is advantageous.
• Familiarity with applying technical standards, principles, and theories.
• Knowledge of the complete software development lifecycle, encompassing business/systems analysis, requirements gathering, functional specification writing, development, testing, and delivery.
• Proficiency in troubleshooting issues and implementing system modifications as necessary to resolve problems.
• Understanding of computer hardware and software.
• Knowledge of development tools such as SQL and Visual Basic.
• Ability to work effectively both in a team environment and independently.
• Strong skills in customer and vendor relationship management.
• Ability to adhere to data standards and policies.
• Eagerness to learn new technologies and methodologies.
• Previous experience working with a federal, state, or local government agency.
• Experience with the Department of Defense is a plus.
