This is a fully remote position, open to applicants in Italy.
• Perform quantitative analysis of climate displacement risk data across CMIL priority countries, particularly in those with limited analytical capabilities. This work will primarily be conducted with expert partners, but may also include independent technical efforts.
• Evaluate, stress-test, and suggest targeted enhancements to current RICD modelling methodologies, encompassing assumptions, indicators, weighting, and aggregation techniques.
• Assist in the development and modification of micro-level analysis methodologies that integrate both quantitative and qualitative aspects.
• Participate in the RICD methodological working group, offering technical input on modelling design, indicator selection, and data quality assessments.
• Facilitate the incorporation of hazard-specific displacement risk evaluations (such as flood, drought, and heatwave) and vulnerability factors (like conflict) into the RICD analytical framework.
• Ensure that gender-sensitive data considerations are incorporated into analytical outputs.
• Aid in aligning RICD analytical methodologies with CMIL colleagues from other regions and IOM HQ.
• Create and enhance hazard, exposure, and vulnerability simulations in critical hotspots.
• Identify deficiencies in country-level climate and displacement data, collaborating with national partners and IOM missions to source, clean, and validate relevant datasets.
• Evaluate the quality, coverage, and reliability of available data at the country level across CMIL priority countries.
• Develop or modify data processing workflows to enhance the consistency, comparability, and usability of datasets within the RICD framework.
• Enhance the interoperability of data across various sources, formats, and scales, including government administrative data, household surveys, and remote sensing products.
• Suggest and implement proxy indicators or methodological alternatives when primary data is either unavailable or of inadequate quality.
• Provide hands-on technical assistance and training to national technical staff and local partners regarding data collection, processing, and analytical methods pertinent to climate displacement risk.
• Assist partners in comprehending, applying, and contextualizing RICD outputs at the country level, including through guidance notes and direct support.
• Create simplified technical materials and training resources customized for varying levels of technical capacity among partner institutions.
• Act as an analytical support resource, as needed for the CMIL global teams, aiding colleagues with data inquiries, output interpretation, and quality assurance of analytical products.
• Contribute to RICD reports, technical briefs, and other knowledge products, translating findings into accessible formats for policy and program audiences.
• A Master's degree in a field related to climate adaptation, environmental science, migration, data science, or a similar discipline.
• Documented experience in conducting both quantitative and qualitative research pertaining to displacement-related topics.
• Strong comprehension of datasets and data sources pertinent to climate-induced displacement.
• Proven experience in quantitative risk analysis, with applied knowledge of methodologies and tools related to climate or displacement risk assessment.
• Experience in reviewing or contributing to risk indices, composite indicators, or comparable modelling frameworks, including identifying weaknesses and suggesting enhancements.
• Documented experience working with incomplete, fragmented, or low-quality datasets in developing countries or humanitarian settings, with the ability to implement practical solutions to data deficiencies.
• Experience in supporting or training national technical counterparts on data and analytical methodologies is advantageous.
• Prior exposure to the RICD or similar displacement risk tools is a significant asset.
• Experience collaborating with government counterparts, research institutions, or international organizations on climate or displacement data is desirable.
• Experience in humanitarian or challenging operational contexts is an asset.
• Strong quantitative analytical abilities, including data cleaning, processing, statistical analysis, and modelling.
• Proficiency in analytical tools such as R, Python, QGIS, or equivalent software.
• Qualitative research capabilities, including the design and execution of household surveys, key informant interviews, and focus group discussions.
• Ability to evaluate and enhance data interoperability across various formats, sources, and scales.
• Excellent written and verbal communication skills, with the ability to convey technical findings to non-specialist audiences.
• Capacity to work independently while effectively coordinating with diverse technical partners across multiple countries.
• Strong organizational skills and the ability to manage multiple concurrent analytical workstreams.
• Proficiency in both English and French is mandatory.
• IOM provides coverage for Consultants against occupational accidents and illnesses under the Compensation Plan (CP), at no cost, throughout the consultancy duration.
• IOM does not offer evacuation or medical insurance for non-occupational accidents and illnesses.
• Consultants are responsible for securing their own medical insurance for non-occupational accidents or illnesses and must provide written proof of such coverage before starting work.
