This is a fully remote position, open to applicants in Florida.
• Manage the complete capture lifecycle from opportunity qualification through RFP issuance and proposal delivery, steering each pursuit through established gate reviews (e.g., Go/No-Go, bid/no-bid, color-team milestones).
• Create and sustain capture plans, call strategies, and winning approaches — incorporating competitive evaluations, black-hat analysis, price-to-win strategies, and development of differentiators.
• Influence solicitations during the pre-RFP phase by engaging customers early, shaping requirements, and positioning GMHILL's unique advantages ahead of competitors.
• Develop and implement customer engagement strategies that establish GMHILL as the trusted, best-value solution provider prior to solicitation release.
• Examine federal spending patterns, agency priorities, and competitor actions to qualify pursuits and refine win themes.
• Act as the primary liaison for key agency stakeholders, partners, and decision-makers, building relationships founded on trust and performance.
• Assemble winning teams by identifying, recruiting, and negotiating with teaming partners and subcontractors to address capability and past-performance gaps.
• Proactively market and engage GMHILL's Joint Venture partners, formulating long-term strategies to serve the customers and communities for which each JV was established.
• Facilitate teaming agreements and NDAs, fostering a trusted network approach among partners and third parties.
• Ensure BD/capture data integrity, maintaining accurate records of opportunities, solicitations, capture intelligence, and Pwin throughout the pipeline.
• Collaborate closely with proposal management to convert capture strategies into compliant, compelling proposals — incorporating win themes, differentiators, and tailored past performance into the response.
• Utilize GMHILL's 20+ year history and multidisciplinary portfolio to effectively position past performance for targeted wins.
• Plan and manage GMHILL's participation in key industry conferences (SAME, SAME JETC, agency industry days), acting as the representative of the firm to clients and partners.
• Communicate our record of safety, quality, and timely/on-budget performance to distinguish GMHILL in a competitive federal marketplace.
• Bachelor’s degree or higher in Business, Engineering, Construction Management, or a related discipline. Equivalent relevant experience may be considered in lieu of a degree.
• A minimum of 2+ years of capture and/or business development experience in the Federal/GovCon sector, with a proven track record of leading successful pursuits.
• Strong understanding of federal procurement processes (FAR-based acquisitions, IDIQ/MATOC contracts, set-aside and small-business strategies).
• Working knowledge of the architecture-engineering and construction sectors.
• Exceptional communication, interpersonal, and presentation abilities, with a strong emphasis on capture strategy and data management.
• Residing near Jacksonville, FL is advantageous.
• U.S. citizenship and the capability to obtain security clearance.
• A valid driver’s license and insurance.
