This is a fully remote position, open to applicants in South Carolina.
• Accountable for identifying and negotiating the terms and conditions for procuring goods and services from external sources, frequently through a competitive bidding process.
• Ensures that customers receive goods or services at the most advantageous price while considering factors such as quality, quantity, timing, and location.
• Adheres to procurement protocols designed to foster fair and transparent competition, while reducing risks such as potential fraud and collusion.
• Assists clients in formulating routine to moderately complex scopes of work.
• Prepares pre-procurement planning tasks for routine to moderately complex purchases, which include market analysis, source selection, subcontracting type, scope of work, payment requirements, and terms and conditions.
• Establishes and sustains dependable and competitively priced supply sources, while upholding the socioeconomic policies established by the company and the Department of Energy.
• Reviews and endorses sole source justifications, emergency requisitions, and other procurement-specific documentation.
• Prepares, critiques, and disseminates procurement Request for Proposals (RFPs) or Request for Quotes (RFQs) for materials and services related to routine to moderately complex activities.
• Leads RFP evaluation teams, conducts cost and pricing analyses, negotiates, and allocates routine to moderately complex Fixed Price and Cost-type Procurements.
• Drafts, negotiates, and awards purchase orders and subcontracts, including strategic agreements.
• Manages subcontracts and purchase orders by addressing post-award issues, facilitating and documenting subcontract progress meetings, ensuring timely renewals, issuing change notices, and handling internal and external communications, problem resolution, payment compliance, and deliverable performance and closure.
• Addresses recurring supplier issues related to payments, quality, and/or delivery.
• Reviews procurement documentation to ensure operational consistency and eliminate procedural conflicts.
• Collaborates with various teams, including Subcontract Technical Representatives (STRs), management, subcontractors, program compliance, procedures development, and training.
• High School Diploma/GED along with relevant professional experience in procurement, contracts, or closely related fields as outlined in the job description.
• An MBA or MS degree is preferred.
• Bachelor's degree in Supply Chain Management.
• A Bachelor's or Associate's degree.
• Certification as a Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (CPM).
• Membership with the Institute for Supply Management (ISM).
• Membership with the National Contract Management Association (NCMA).
• Advanced analytical abilities, strong communication skills, and knowledge of the procurement cycle.
• Comprehensive understanding of Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and procedures relevant to procuring goods and services in a complex environment.
• Extensive knowledge of industry codes and standards, the Davis Bacon Act, and general construction processes.
• Previous experience in roles such as Contract Administrator, Contract Manager, or similar positions.
• Familiarity with accounting practices.
• Strong attention to detail with the ability to identify errors.
• Capability to collaborate effectively with various organizational levels, both internally and externally.
• Experience in independently and consistently executing major work responsibilities.
• Knowledge of the company's procurement system sufficient to track individual procurement actions from initiation to completion.
• Ability to accurately assess the best approach to assigned tasks based on desired outcomes.
• Thorough understanding of computer technology sufficient to develop, implement, and execute procurement analytical techniques.
• In-depth knowledge of inventory systems, turnover, and replenishment requirements, enabling the determination of lead-time and economic order quantities.
