This is a fully remote position, open to applicants in United States.
• Participate in virtual meetings with NOAA OAR administrative teams and portal development personnel.
• Prepare well-structured agendas and key questions for discussion during meetings.
• Document and distribute meeting minutes, decisions, and action items within one business day.
• Maintain a register of action items with designated owners and due dates.
• Compile administrative workflows into standardized Standard Operating Procedures (SOPs).
• Oversee SOP validation, comments, version control, change logs, and final packaging.
• Break down validated SOPs into specific, testable portal requirements.
• Assign requirement identifiers, source references, priorities, and acceptance criteria.
• Map workflows to ticketing system capabilities and ensure traceability is maintained.
• Coordinate the reconciliation of conflicting processes among administrative teams.
• Act as the communication bridge between administrative teams and portal developers.
• Address developer inquiries and suggest alternatives when constraints hinder implementation.
• Develop and validate comprehensive step-by-step portal instructions for end-users.
• Create weekly meeting summaries and monthly status reports.
• Conduct quality checks and monitor risks, blockers, and stalled reviews.
• Bachelor's degree in English, Communications, Information Systems, Business Administration, or a related field; relevant additional experience may be accepted as a substitute.
• A minimum of five years of professional experience in technical writing, business analysis, process documentation, or requirements development.
• Proven experience in authoring Standard Operating Procedures, process documentation, or workflow documentation.
• Experience in translating business or administrative processes into system requirements for development teams.
• Skilled in facilitating working sessions and extracting process details from subject matter experts.
• Experience in coordinating across organizational boundaries and resolving conflicting process definitions.
• Advanced proficiency in Microsoft Word, including the use of templates, styles, and version control.
• Working knowledge of Microsoft Excel.
• Proficient in Microsoft Teams, Zoom, or Google Meet.
• Familiarity with SharePoint or Google Drive.
• Exceptional written English skills with minimal editing required.
• U.S. work authorization is necessary.
• Ability to successfully complete standard Federal contractor onboarding.
