This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Provide support to the DOE’s Office of State and Community Energy Programs (SCEP) through the review, analysis, and reporting of portfolio data.
• Extract, reconcile, and integrate information from DOE’s systems of record, such as PAGE, IDW, iPortal, and BART.
• Create and maintain databases and data models that facilitate structured, queryable, and repeatable analysis and reporting.
• Identify and address data discrepancies, exceptions, and quality concerns; implement necessary corrections and validation checks.
• Analyze trends within the portfolio, including obligations, expenditures, awards, projects, milestones, deliverables, staffing, and hiring.
• Respond to data requests from DOE leadership, Federal offices, and external oversight entities.
• Develop comprehensive reports, dashboards, briefings, infographics, management reports, case studies, and actionable recommendations.
• Establish and document data definitions, reporting processes, and standards for data quality.
• Lead data initiatives in system modernization projects.
• Design and maintain automated workflows to replace manual data extraction, reconciliation, reporting, and distribution processes.
• Identify and prioritize opportunities for automation across SCEP business operations.
• Translate standard operating procedures into automated or semi-automated workflows.
• Create and maintain SOPs for databases, reports, and workflows.
• Train and provide support to SCEP staff on the use of delivered databases, dashboards, and workflows.
• Support business and functional requirements for data and workflow tools.
• Manage multiple sensitive or complex projects while collaborating across functions to resolve issues and implement changes.
• A Bachelor of Science or Bachelor of Arts degree in business administration, accounting, public administration, or a related field.
• Four years of relevant education and/or experience may be accepted in lieu of a Bachelor’s degree.
• A minimum of ten years of pertinent experience is required.
• A Master’s degree may be considered equivalent to two years of experience.
• Proven experience with DOE systems of record, including PAGE, IDW, iPortal, and BART, or similar Federal grants, financial, and data warehouse systems.
• Experience in extracting, cleaning, transforming, reconciling, and validating data from various source systems.
• Experience in developing automated workflows and minimizing manual, repetitive tasks.
• Familiarity with relational database concepts and query languages; capability to independently write and maintain queries.
• Experience in creating dashboards and management reports with visualizations, graphs, and charts.
• Ability to document processes and produce compliant SOPs.
• Strong written and verbal communication skills, including the ability to explain data and analyses to non-technical audiences.
• Ability to work independently and manage multiple priorities to meet deadlines.
• Preferred: A Master’s degree in a related field.
• Preferred: Experience in supporting SCEP or the Department of Energy.
• Preferred: Proficiency in Power BI, SQL, Microsoft Access, and advanced Excel.
• Preferred: Familiarity with Power Automate, Power Apps, or SharePoint workflow tools.
• Preferred: Knowledge of Python or a similar language for developing data pipelines.
• Preferred: Understanding of Federal financial assistance data and the award lifecycle.
• Preferred: Experience with Congressional, Inspector General, or Government Accountability Office data requests.
• Preferred: Knowledge of common data models or shared reporting layers.
