This is a fully remote position, open to applicants in Arizona, +8 more states.
• Perform requirements gathering, analysis, and documentation.
• Create and enhance Epics, Features, User Stories, and Acceptance Criteria in JIRA that align with the CMS product backlog.
• Execute analyses on legislative and policy impacts for Medicare Part D mandates, including IRA 2022 provisions, MDP, CGDP sunset, and GLP-1 drug program updates.
• Convert legislative and policy influences into prioritized items for the development backlog.
• Lead Joint Application Design (JAD) sessions and backlog refinement alongside CMS Product Managers, business stakeholders, and technical teams.
• Update and maintain the CMS Participant Guide to include HPMS memos, legislative modifications, and sub-regulatory guidance.
• Create and uphold a communication strategy and version log that is endorsed by the COR and Business Owner.
• Oversee and refresh around six Computer-Based Training (CBT) modules.
• Ensure CBT modules adhere to Section 508 requirements and are compatible with the AWS-hosted CMS infrastructure.
• Assist with Section 9008 Branded Prescription Drug Fee reporting utilizing DIR data from HPMS and PDE drug cost data for annual IRS submissions.
• Address CMS inquiries, as well as GAO and OIG audits, and respond to FOIA requests.
• Maintain the requirements traceability matrix throughout the software development lifecycle.
• A Bachelor's degree in a relevant field.
• A minimum of 4 years of experience in business analysis within federal IT or health programs.
• Proven expertise in requirements elicitation.
• Experience in facilitating Joint Application Design (JAD) sessions.
• Background in converting policy into system requirements.
• Familiarity with maintaining federal program documentation, including participant guides, policy memos, and training resources.
• Experience in developing Section 508-compliant Computer-Based Training (CBT) content.
• Proficient in using JIRA, Confluence, and GitHub for managing requirements and backlogs.
• Excellent written communication skills suitable for CMS-facing deliverables, meeting minutes, and audit responses.
• Capability to pass CMS and internal required background checks for public trust.
• Must reside in or be hired from one of the specified U.S. states: Virginia, District of Columbia, Maryland, Tennessee, Florida, Arizona, Colorado, Oregon, or Texas.
