This is a fully remote position, open to applicants in Maryland.
• Offer budget and financial management assistance for NOAA/NOS or NWS
• Facilitate improvements in business processes and develop Google Sheets models and tools for data analysis and fund tracking
• Enhance the efficiency and precision of budget forecasting and analysis of obligations on a weekly, daily, and quarterly basis
• Design and maintain spreadsheets, tools, forms, templates, and guidelines for monthly and quarterly budget execution reports and meetings
• Oversee multiple projects related to financial analysis, acquisition tracking, and budget execution
• Extract and interpret reports from NOAA financial systems, such as Oracle E-Business Suite, Enterprise Data Warehouse, and Financial Management Data System
• Condense quantitative data for allotment, commitment, obligation, contract status, and payment reports
• Evaluate analysts' work for accuracy and efficiency
• Analyze budget execution data, identify trends, forecast budget and funding challenges, and implement corrective measures
• Assist with the formulation of monthly and annual obligation plans
• Apply NOAA accounting codes and adhere to governing business rules
• Develop Standard Operating Procedures to address documentation gaps
• Process documentation for financial corrections
• Conduct variance analysis and communicate variances to leadership
• Convert accounting system data into automated Google Sheet workbooks and PowerPoint presentations
• Produce, maintain, and update templates, forms, process documents, and slides for leadership review
• Respond to data requests from NOAA, the Department of Commerce, OMB, and/or Congress
• Review and input obligation plan data into the NOAA Financial Management Data System
• Junior level: Bachelor's Degree plus 2 years of experience in federal budgeting or other highly quantitative fields; a Master’s Degree may replace 2 years, and a PhD may replace 4 years
• Mid-level: Bachelor's Degree plus 5 years of experience; a Master’s Degree may replace 2 years, and a PhD may replace 4 years
• Senior level: Bachelor's Degree plus 8 years of experience; a Master’s Degree may replace 2 years, and a PhD may replace 4 years
• Capability to create user-friendly Google Sheet workbooks utilizing GetPivot, SumIfs, VLookup, XLookup, conditional formatting, and Import Range
• Ability to drive efficiencies and improvements while providing constructive feedback
• Exceptional oral presentation skills and capability to brief management
• Effective communication skills with senior leaders
• Proactive approach to anticipating management's questions and needs
• Ability to promptly analyze substantial amounts of data and reports
• Strong interpersonal and customer service abilities
• Willingness to seek assistance when necessary to meet deadlines
• Experience with NOAA accounting system is advantageous
• Familiarity with government financial systems and terminology is preferred
