This is a fully remote position, open to applicants in Jordan.
• Reporting to the Regional Project Director, you will be responsible for the operational framework of the regional ECD portfolio.
• Manage the complete lifecycle of regional awards, including the development and maintenance of strategic partnerships, financial oversight, and project management.
• Ensure effective coordination and communication among IRC teams, partners, and donors at the country, regional, and global levels.
• Directly supervise an Awards & Project Manager and a Finance Coordinator, with the potential to manage additional staff as the portfolio expands.
• Contribute to business development initiatives to sustain and grow the portfolio by actively understanding the public and private ECD funding landscape.
• Lead the pre-award development process, including proposal design, coordination, and budget creation in collaboration with the Finance Coordinator.
• Oversee all aspects of award management within the portfolio, including project initiation, facilitating regular PCM meetings, and maintaining award tracking systems.
• Take ownership of the portfolio's donor compliance environment, ensuring that compliance requirements are clearly understood and consistently applied by team members and partners.
• Manage all financial functions across the portfolio, ensuring that budgets and financial reports are accurate and submitted in a timely manner.
• Coordinate the entire partnership cycle from identification to close-out, acting as the primary operational contact for regional partners.
• Establish systems for tracking deliverables, milestones, and risks while creating clear escalation processes.
• Cultivate a collaborative, accountable, and inclusive team culture that embodies IRC values.
• A minimum of 7 years of experience in program administration, business development, awards, partnerships, financial management, and project management within an NGO.
• Knowledge and expertise in project management methodologies and tools, resource management practices, and change management techniques.
• Self-motivated, capable of independently setting priorities and resolving issues with minimal guidance.
• Excellent interpersonal skills along with strong oral and written communication abilities.
• Proven track record of successfully working in a fast-paced environment, collaborating across departments/functions, and building positive relationships with both local and remote staff.
• Experience in conflict and crisis settings with knowledge of humanitarian programming.
• Ability to balance trade-offs between on-time, on-scope, or on-budget project delivery.
• Demonstrated capability in managing complex project budgeting, monitoring, and mitigation planning.
• Familiarity with early childhood development or education is advantageous.
• Knowledge of the Middle East regional context, with experience in Iraq, Jordan, Lebanon, Syria, or Palestine strongly preferred.
• Proficiency in both written and spoken English and Arabic.
