This is a fully remote position, open to applicants in United States.
• Utilize expertise in behavioral science, human factors, and organizational research methodologies to evaluate the workforce and operational effects of BNATCS modernization initiatives.
• Lead and assist in readiness assessments, stakeholder analysis, and data collection efforts to gauge organizational preparedness for system, process, and operational transformations.
• Evaluate cognitive workload, human-system interaction, and workforce performance implications that arise from the implementation of new technologies, procedures, and operational practices associated with BNATCS.
• Analyze challenges related to workforce adaptation, retraining needs, change saturation risks, and potential effects on controller workload, stress levels, and operational performance.
• Convert behavioral insights and workforce data into practical recommendations that guide program decision-making, operational planning, and change management strategies.
• Assist in the development and implementation of event-based change plans that facilitate workforce adoption of BNATCS capabilities through various implementation stages.
• Play a role in identifying and addressing behavioral and workforce-related risks that may impact NAS reliability, operational safety, or program acceptance.
• Collaborate with BNATCS engineering, technical, and operational teams to incorporate human performance considerations into system design discussions, technical reviews, and operational planning efforts.
• Provide human factors insights during design reviews, system integration discussions, and training planning to ensure workforce capabilities and operational constraints are taken into account.
• Assess the organizational and operational implications of modernization activities, including effects on roles, responsibilities, decision-making authority, and operational workflows.
• Facilitate stakeholder engagement and workforce readiness efforts through surveys, focus groups, workshops, demonstrations, and feedback collection initiatives aimed at promoting change adoption.
• Track workforce sentiment, stakeholder feedback, and adoption metrics to shape engagement strategies and enhance change interventions.
• Contribute behavioral insights to outreach and engagement initiatives such as demonstrations, working groups, briefings, workshops, and industry events.
• Create and implement behavioral and organizational metrics that monitor workforce readiness, adoption health, and effectiveness of change.
• Identify sustainability risks such as workforce turnover, training deficiencies, or operational resource limitations, and propose strategies to foster long-term adoption and workforce capability.
• Must be able to obtain Public Trust (U.S. Citizen).
• Master’s or Ph.D. in Industrial/Organizational Psychology, Human Factors Psychology, Organizational Psychology, or a related applied behavioral science discipline.
• 10–18 years of progressively responsible applied experience in large-scale, complex, safety-critical environments (e.g., aviation, transportation, defense, critical infrastructure, federal agencies).
• Proven experience in human factors assessment, workload analysis, cognitive ergonomics, or workforce performance evaluation.
• Experience in designing and executing readiness assessments, surveys, interviews, or structured behavioral data collection for enterprise change management.
• Experience in translating behavioral data into operational recommendations and action plans for senior leadership.
• Ability to function effectively in performance-driven, time-sensitive environments.
• Exceptional written and verbal communication abilities.
• Preferred experience supporting aviation, FAA, DOT, or DoW aerospace modernization projects.
• Strong facilitation and stakeholder engagement skills, including experience in unionized or labor-partnered environments.
• Familiarity with FAA Safety Management System (SMS) or similar safety frameworks.
• Experience in supporting system integration or enterprise modernization initiatives.
• Certification in human factors, Prosci, organizational change management, or a related discipline.
