Associate Director, Engineering – Technical Services Procurement

📋 Description

• Leads the strategic and compliant procurement of goods and services to support key internal business partners, including Site Technical Services (such as facility Maintenance, Repair, and Operations), Engineering, Technical Development, and Manufacturing.

• Manages the comprehensive outsourcing process, encompassing the execution of best-in-class sourcing strategies, supplier rationalization, Request for Proposal (RFP) coordination, cost negotiations, and due diligence.

• Oversees the creation of business cases that summarize the competitive bidding process, scoring methodology, and justification for selecting the most technically and commercially viable solutions for required services, quality, and cost.

• Identifies opportunities for consolidating the supplier base, standardizing processes, and fostering innovation across various fragmented categories to support on-site manufacturing operational continuity and uptime.

• Negotiates optimal terms, competitive pricing, favorable service level agreements (SLAs), and risk mitigation clauses with external manufacturing and analytical laboratory partners.

• Streamlines long-term category strategies aimed at achieving operational efficiency and consistently reducing Iovance’s total cost of ownership (TCO).

• Directs procurement strategy for acquiring engineering and construction services, automation, and capital equipment.

• Utilizes procurement best practices to identify cost reduction and avoidance opportunities, securing substantial savings that enhance the organization's financial performance.

• Collaborates with the Legal and Finance departments to ensure the proper execution of key controls, including third-party agreements, to safeguard Iovance’s interests with external vendors.

• Leads cross-functional teams across various business functions to drive initiatives that maximize the value of external spending with third-party suppliers.

• Develops performance benchmarks and scorecards, including key performance indicator reporting for senior management to support continuous improvement efforts.

• Must adhere to Iovance Biotherapeutics’ core values, policies, procedures, and business ethics.

• Performs miscellaneous duties as assigned.


⛳️ Requirements

• Bachelor’s degree in Procurement, Supply Chain Management, Engineering, Economics/Finance, or a related field.

• A minimum of 10 years of experience in Procurement and/or relevant business roles within Manufacturing, Technical Site Services, Analytical Development, and Engineering functions.

• Proven experience in negotiating complex third-party transactions that yield significant savings and mitigate enterprise risk.

• Understanding of supplier cost structures, with the ability to assess the market competitiveness of suppliers’ proposed direct material, direct labor, sub-contracted services, overhead, and other SG&A costs.

• Capacity to thrive in a highly complex and fast-paced biotechnology environment, fostering collaboration across business units and with key functional partners at executive levels.

• Exceptional interpersonal and communication skills, demonstrating the ability to effectively convey developed strategies and supporting analyses to ensure the fulfillment of corporate and departmental objectives.

• Ability to illustrate procurement’s value and positively influence the business to achieve breakthrough results.

• Working knowledge of finance and/or accounting concerning budgeting, cost management, financial accounting, treasury, and risk management.

• Comprehensive understanding of sourcing and procurement principles, processes, systems, and best practices across MRO, Manufacturing & Development, and Engineering categories.

• Strategic mindset and strong negotiation capabilities to optimize large commercial agreements.

• Demonstrated business insight alongside proficient analytical and problem-solving skills.

• Familiarity with relevant legislative and regulatory requirements, as well as an understanding of standard contractual terms and conditions to mitigate risk.

• Change management abilities and self-awareness to adapt approaches with a diverse set of stakeholders.

• Knowledge of enterprise risk management and business continuity planning.

• Willingness to travel domestically approximately twice a quarter to support sourcing initiatives and supplier relationship management activities.
