This is a fully remote position, open to applicants in United States.
• Establish and enforce Agile standards, playbooks, and best practices across teams to ensure uniform execution.
• Convert Agile frameworks into Jira configurations, roadmaps, workflows, and governance models.
• Collaborate with JOMIS government leadership to facilitate the creation of Agile artifacts (e.g., definitions of done, backlog standards, PI planning structures).
• Work alongside government and program leadership to align on Agile expectations and enhance delivery practices continuously.
• Actively identify deficiencies in Agile adoption and implement corrective measures across teams.
• Assist with PI Planning, retrospectives, and continuous improvement initiatives using structured, Jira-enabled processes.
• Act as the primary expert for JTE Jira configurations, managing workflows, roadmaps, dashboards, permissions, and governance.
• Design and sustain scalable Jira structures (JQL filters, projects, boards, roadmaps) to facilitate cross-functional delivery.
• Collaborate with teams to ensure data integrity, board hygiene, and adherence to established Agile processes.
• Develop and oversee Jira dashboards and roadmaps that effectively communicate progress, risks, dependencies, and obstacles to leadership for each PI and capability block release.
• Guarantee the quality of Jira data across program standards (e.g., all user stories must have acceptance criteria) to support leadership decision-making with high-quality, reliable data and insights.
• Utilize Confluence to track work efforts as necessary and link to Jira ticketing.
• Proven experience in administering Jira at scale, including permission schemes, issue security, and multi-project configurations in intricate environments.
• Extensive experience in defining and operationalizing Agile practices (PI planning, roadmap configurations, advising teams on best practices for Jira project management) across multidisciplinary teams within Jira.
• Capability to utilize Generative AI tools (e.g., Gemini) to enhance efficiency and quality of Jira administration tasks, such as drafting workflows, generating JQL queries, and automating routine configurations.
• Hands-on proficiency with Jira configuration, workflows, JQL, roadmaps automation tools (e.g., ScriptRunner, Jira Automation, bulk uploads, bulk updates), and APIs.
• Experience in building dashboards and reporting frameworks for executive-level visibility.
• Background in designing and maintaining Jira data models (issue types, fields, taxonomies) to ensure consistency and reporting integrity.
• Ability to manage and prioritize multiple workstreams, balancing support, enhancements, and strategic initiatives.
• Strong stakeholder management capabilities, with experience collaborating across leadership, engineering, and government teams.
• U.S. Citizenship with the ability to obtain and maintain CAC.
