This is a fully remote position, open to applicants in United States.
• Spearhead the strategic vision, implementation, and expansion of workforce development initiatives for the Department of War.
• Formulate workforce development strategies that align with customer mission objectives, workforce challenges, modernization goals, and emerging skill requirements.
• Set program objectives, operational frameworks, execution roadmaps, performance metrics, and continuous improvement processes.
• Ensure the timely delivery of programs within budget and in compliance with contract specifications, customer expectations, and quality standards.
• Identify potential risks, dependencies, resource limitations, and barriers to implementation; devise mitigation strategies.
• Lead interdisciplinary teams in support of program design, operations, data analysis, communications, stakeholder engagement, and customer delivery.
• Assess subcontractor and partner proposals against performance work statement (PWS) requirements and established criteria.
• Act as a senior-level liaison for Department of War clients and government stakeholders.
• Cultivate relationships with government program managers, contracting personnel, human capital leaders, workforce planners, training organizations, and mission stakeholders.
• Facilitate customer meetings, working groups, executive briefings, governance sessions, and program evaluations.
• Convert complex customer requirements into practical and scalable workforce development solutions.
• Prepare briefings, status reports, decision documents, recommendations, workforce strategies, implementation plans, program charters, operating procedures, and performance reports.
• Lead the design and execution of career pathways, competency models, upskilling and reskilling initiatives, leadership development, apprenticeships, internships, fellowships, credentialing pathways, talent pipelines, recruitment and retention strategies, transition support, and external partnerships.
• Promote the adoption of adult learning principles, talent development, competency-based education, workforce analytics, and program evaluation methodologies.
• Oversee program materials, standard operating procedures, training content, communications, and participant support resources.
• Define key performance indicators and outcome metrics.
• Supervise the collection, analysis, and dissemination of workforce and program data.
• Leverage quantitative and qualitative insights to enhance programs and guide executive decisions and customer recommendations.
• Establish data governance and quality assurance practices.
• Create dashboards, scorecards, and executive-ready reporting tools.
• Collaborate with growth, capture, and proposal teams to identify opportunities and contribute to proposals, oral presentations, solution development, technical writing, and pricing or staffing strategies.
• Stay informed on federal workforce policies, defense workforce priorities, labor market trends, educational and credentialing developments, and emerging technologies.
• Represent the organization at customer meetings, industry events, conferences, and partner engagements.
• Develop strategic partnerships.
• Set team responsibilities, performance expectations, processes, and professional development opportunities.
• Promote a collaborative, inclusive, mission-focused culture.
• Ensure adherence to security, privacy, ethics, contracting, and organizational policies.
• Coordinate staffing, subcontractor performance, workload planning, and resource allocation across the program portfolio.
• Bachelor’s degree in workforce development, instructional design, education, adult learning, human performance technology, organizational development, learning sciences, educational technology, or a related discipline.
• Minimum of 10 years of progressively responsible professional experience in workforce development, instructional design, curriculum development, or performance improvement.
• At least 5 years of experience in leading complex instructional design or workforce development programs, encompassing client engagement, quality of deliverables, and team leadership.
• Proven experience in conducting needs assessments and designing learning solutions for adult learners in large, complex, or highly regulated organizations.
• Proficient in instructional design methodologies, adult learning theories, assessment design, curriculum architecture, and learning evaluation.
• Experience in developing blended learning solutions, including eLearning, instructor-led training, virtual instructor-led training, simulations, performance support, and digital learning resources.
• Experience collaborating with senior stakeholders, subject matter experts, and cross-functional teams to define requirements and deliver customer-ready solutions.
• Exceptional written, verbal, facilitation, consultation, and executive presentation skills.
• Ability to manage competing priorities, work on multiple projects, and produce high-quality deliverables under tight deadlines.
• Ability to obtain and maintain a government Secret security clearance, if required by the contract or customer.
• Willingness and capability to travel periodically to customer sites, meetings, and program locations.
• Preferred: Master’s degree in a related field.
• Preferred: At least 15 years of progressively responsible professional experience.
• Preferred: Experience supporting Department of War, Department of Defense, federal civilian, intelligence community, or other critical government workforce development programs.
• Preferred: Active Secret clearance or higher, or a history of supporting cleared government programs.
• Preferred: Experience in federal contracting environments, contract performance management, deliverable development, subcontractor coordination, and customer relationship management.
• Preferred: Professional certifications such as CPTD, CPTM, PMP, Certified ScrumMaster, SHRM, Certified Workforce Development Professional, Lean Six Sigma, or comparable credentials.
• Preferred: Experience with apprenticeships, work-based learning, college or university partnerships, credentialing programs, talent pipelines, workforce analytics, labor-market intelligence, skills taxonomies, competency frameworks, data visualization, or workforce planning tools.
• Preferred: Experience in competency modeling, workforce planning, talent development frameworks, career-pathing, professional certification programs, or credentialing strategies.
• Preferred: Knowledge of Section 508 accessibility requirements.
• Preferred: Experience with SCORM, xAPI, cmi5, learning record stores, learning analytics, or learning management systems.
• Preferred: Proficiency with Articulate 360, Adobe Captivate, Adobe Creative Cloud, Camtasia, Vyond, or similar platforms.
• Preferred: Experience applying agile methodologies, human-centered design, design thinking, or product management practices.
• Preferred: Familiarity with defense industrial base, military-to-civilian transition, STEM, cyber, acquisition, or advanced manufacturing workforce initiatives.
• Preferred: Success in securing follow-on work, expanding customer relationships, supporting capture efforts, or contributing to successful federal proposals.
