Technical Advisor – Maternal, Neonatal and Child Health

This is a fully remote position, open to applicants in Africa.

📋 Description

• Lead EGPAF’s strategy and methodology for comprehensive and integrated maternal, neonatal, and child health programming.

• Deliver technical leadership and evidence-based recommendations on integrated MNCH services.

• Oversee the integration of PMTCT/eMTCT, pediatric HIV care and treatment, triple elimination, and TB/HIV services within MNCH platforms.

• Convert WHO, UN, and other normative guidance into internal standards, technical briefs, and operational guidelines.

• Monitor emerging evidence, innovative tools, digital and AI-enabled decision-support tools, and long-acting PrEP options.

• Assist country teams in enhancing antenatal, intrapartum, postnatal, and newborn care services.

• Support Ministry of Health-led transition, co-financing, and sustainability initiatives.

• Create MNCH indicators and monitoring and evaluation frameworks.

• Assess and analyze program data, performance, deliverables, and quality of care.

• Conduct literature reviews and landscape assessments.

• Document program models, lessons learned, and best practices for publications and conference presentations.

• Contribute to proposals, concept notes, sole-source applications, and donor reports.

• Represent EGPAF in donor meetings, technical working groups, and global forums.

• Provide mentorship and capacity-building support to country technical staff.

• Facilitate communities of practice, technical working groups, and cross-country learning exchanges.

• Collaborate on PMTCT, AHD, pediatric HIV, TB/HIV integration, and health systems strengthening initiatives.

• Support integrated triple elimination service delivery, surveillance systems, validation and certification, workforce capacity, program management, M&E, and donor reporting.

⛳️ Requirements

• Advanced degree (MD, MPH, or equivalent) in public health, nursing, medicine, or a related field.

• A minimum of 7–10 years of progressive technical experience in maternal, neonatal, and child health programming in sub-Saharan Africa.

• Proven technical expertise in maternal, neonatal, and child health and service delivery.

• Experience working with U.S. government (GHSD, CDC) and foundation-funded (Gates Foundation, Global Fund) programs and other external partners.

• Familiarity with bilateral, co-financed donor agreements, sole-source award mechanisms, and Ministry of Health transition/sustainability planning.

• Strong technical writing skills, including proposals, technical briefs, and peer-reviewed literature.

• Proficient data analysis and presentation skills.

• Experience providing technical assistance to country programs, Ministries of Health, and district-level health systems.

• Excellent interpersonal and cross-cultural communication skills.

• Willingness and ability to travel internationally up to 30% of the time.

• Fluency in English is required.

• Familiarity with DHIS2, upSCALE, EMR systems, digital health platforms, and AI-enabled decision-support tools is preferred.

• Experience facilitating technical communities of practice or cross-country learning networks is preferred.

• Proficiency in French or Portuguese is an advantage.
