Technical Advisor III – Humanitarian Response Programming

This is a fully remote position, open to applicants in Maryland.

📋 Description

• Assist regional and country teams in adapting and executing agency strategies, standards, tools, and best practices in humanitarian programming within LACRO, encompassing emergency preparedness, response, recovery, and resilience. Facilitate effective involvement of partners, donors, and governments. Ensure a cross-sectoral approach that incorporates gender, safe and dignified programming, and disaster risk reduction. Aid in the development and implementation of global strategies and tools for humanitarian programming by documenting and sharing insights gained from LACRO with others in CRS’ global Humanitarian Response Department.

• Oversee and spearhead the creation and execution of capacity-building initiatives for humanitarian programming aimed at regional and country teams and partners in LACRO. Direct the formulation of learning and training strategies and agendas/curriculums; organize and/or lead trainings, workshops, and conferences; and provide mentoring and coaching for staff on CRS approaches and tools for emergency preparedness, response, recovery, and resilience programs.

• Contribute to the efforts of regional and country program staff to position CRS for strategic growth opportunities in humanitarian programming. Coordinate and/or offer technical guidance in proposal development and project design to ensure technical excellence, including coordination of support from advisors in relevant technical sectors such as Food Security and Markets, Water Sanitation and Hygiene, Shelter and Settlements, Disaster Risk Reduction, and Safe and Dignified Programming.

• Advocate for high-quality implementation and monitoring & evaluation (M&E) for humanitarian programs in LACRO by coordinating or providing technical solutions for country and regional teams and partners. Assist country programs in appropriately staffing project teams.

• Contribute to the agency's knowledge management and learning agenda in humanitarian programming by fostering conditions for collective learning that capture, document, and share key successes, promising practices, and lessons learned both internally and externally.

• Represent CRS in targeted regional forums to create opportunities and enhance collaboration and shared learning in humanitarian programming, thereby influencing technical partner approaches, future funding opportunities, and policies. Network with relevant organizations to elevate CRS’ profile in humanitarian programming, enhance its influence in the regional humanitarian community, and diversify donors.

• Take on temporary leadership roles such as proposal coordinator, technical design lead, or lead writer on proposal development teams, or program manager, emergency coordinator, or chief of party for program management teams for strategic humanitarian programs in LACRO or other regions as required.


⛳️ Requirements

Basic Qualifications

• Bachelor’s degree in international development, International Relations, or a related technical field.

• At least ten years of experience in humanitarian programming with increasing responsibilities, ideally within an international NGO, including three years overseas in various regions as a technical advisor and/or program manager in humanitarian programming.

• Proficiency in English, Spanish, and French is required.

Preferred Qualifications

• A Master’s Degree is advantageous.

• Technical and/or academic publication(s) are a plus.

Knowledge, Skills and Abilities

• Experience in developing and producing curricula, tools, and other resources to support humanitarian interventions and programming. Proven experience in transferring knowledge to diverse audiences through training, mentoring, and various formal and informal methods.

• Familiarity with program monitoring and evaluation, including the development of indicators, data collection tools and methodologies, data analysis, and data presentation.

• Skills to represent the organization in meetings with donors, government, international NGOs, and local partners – faith-based and civil society. Understanding of partnership principles is essential.

• Strong understanding and application of technical principles and concepts in humanitarian programming. Good knowledge of related disciplines to ensure an effective cross-sectoral approach.

• Proven track record in contributing to successful business development activities to secure public and/or private donor funding in humanitarian programming.

• Proficient in MS Office applications (Excel, Word, PowerPoint), web conferencing tools, and a solid understanding of information and budget management systems and knowledge-sharing networks.

• Excellent relationship management skills with the ability to influence and gain buy-in from individuals not under direct supervision, and to work effectively with people in diverse geographical and cultural settings.

• Strong strategic, analytical, problem-solving, and systems thinking skills, with the ability to see the big picture and make sound judgments.

• Outstanding written and oral communication skills.

• Exceptional presentation, facilitation, training, mentoring, and coaching abilities.

• Proactive, resourceful, and results-oriented.

Required Languages: Fluency in English, Spanish, and French is required.

Travel: Must be willing and able to travel up to 50%.
