This is a fully remote position, open to applicants in Lebanon.
• Act as the MEAL focal point for EMEA countries requiring technical assistance in MEAL, focusing specifically on regions in Europe and the Middle East. Deliver technical assistance both remotely and on-site, coordinating with other MEAL technical advisors to support EMEA nations. Sustain continuous communication with the DRD/PQ, EMEA country teams, and sectoral focal points to ensure high-quality project MEAL and address MEAL technical assistance needs.
• Support headquarters and country initiatives to position CRS for strategic growth opportunities, providing technical MEAL guidance and input for proposal development and project design, which includes establishing suitable monitoring systems and indicators, as well as integrating donor MEAL requirements within projects. Assist countries in adequately staffing MEAL roles within project teams.
• Guide EMEA projects to ensure compliance with donor MEAL requirements and CRS MEAL Policies and Procedures, evaluating MEAL tools and budgets while aiding in the design of MEAL systems, learning agendas, and evaluations.
• Offer MEAL technical assistance to countries in other regions as necessary, in collaboration with other MEAL regional focal points.
• Participate in the design and execution of agency-wide strategies, standards, tools, and best practices in MEAL that effectively engage partners, donors, and government entities.
• Provide technical solutions in MEAL that support high-quality program design and implementation, extending assistance to countries in other regions as needed in partnership with other focal points.
• Contribute to capacity-building efforts in MEAL for staff and partners by aiding in the development of learning and training strategies and agendas/curriculums, facilitating training sessions and workshops, as well as mentoring and coaching country staff.
• Assist in the customization and creation of digital forms for data collection and the development of strategies for data visualization that enhance data utilization and quality reporting.
• Contribute to influence and scaling strategies, including systems analysis, evidence generation, and MEAL approaches that promote influence, as well as the measurement of influence and progress in scaling.
• Facilitate knowledge management and learning by capturing, documenting, and sharing key achievements, promising practices, lessons learned, and evidence-based implementation research.
• Build and sustain relationships with donors, peer organizations, research entities, and other institutions. Engage in MEAL-related forums to gather and disseminate best practices while promoting CRS’ initiatives.
• Bachelor’s degree in international development, statistics, economics, education, or a related field.
• At least eight years of professional experience in international development and/or MEAL with increasing responsibilities, preferably within an international NGO, including a minimum of three years as a MEAL technical advisor and/or program manager. Experience working internationally, particularly in Europe and the Middle East.
• Experience with MEAL in fragile contexts and emergency response situations.
• Proven experience in developing and producing curricula, tools, evidence, and other materials to support MEAL.
• Demonstrated ability to transfer knowledge to varied audiences through training, mentoring, and other formal and informal techniques.
• Experience in project monitoring and evaluation utilizing both quantitative and qualitative methods, including developing indicators, creating and applying data collection tools and methodologies, database development, data analysis, and presentation of data.
• Background in business development, particularly in preparing MEAL sections for proposals.
• Skills and experience to represent the organization in meetings with donors, government bodies, international NGOs, and local partners, with a solid understanding of partnership principles.
