Technical Advisor II – MEAL

This is a fully remote position, open to applicants in United States.

📋 Description

• Provide expert technical advice, support, and guidance on a variety of program design and implementation challenges.

• Assist in the creation and execution of agency-wide strategies, tools, standards, and best practices in emergency MEAL, ensuring effective engagement with partners, donors, and governments.

• Promote a cross-sectoral approach that integrates gender considerations, protection mainstreaming, and disaster risk reduction.

• Offer technical solutions to regional and CP teams, both remotely and on-site, to support strategic planning and the optimal application of program design, implementation standards, best practices, partnership principles, tools, and M&E, guaranteeing high-quality execution.

• Support regional and CP initiatives to position CRS for growth opportunities in emergency response contexts.

• Lead or assist in crafting the technical design for significant and/or complex proposals, including the establishment of suitable monitoring systems and indicators.

• Advise project teams on incorporating donor strategies, priorities, and technical requirements into CRS’ methodologies.

• Contribute to capacity-building efforts for MEAL staff and partners by developing learning and training agendas, conducting workshops, and providing mentoring and coaching to CP staff.

• Enhance knowledge management and learning by collecting and analyzing program data, evaluating strategic projects, measuring program impact, documenting and disseminating lessons learned and best practices, as well as generating research and internal reports.

• Build and maintain relationships with donors, peer organizations, research institutions, and other relevant entities.

• Engage in MEAL forums to exchange best practices and promote CRS’ initiatives.

• Assist in the customization and design of digital data collection forms and the development of data visualization strategies that enhance data use and ensure quality reporting for both development and humanitarian programs.


⛳️ Requirements

• Bachelor's Degree in statistics, economics, international development, or a related field is mandatory.

• A minimum of eight years of relevant international experience in advisory or management roles with increasing responsibilities, preferably within an international NGO, including at least three years focused on emergency MEAL programming interventions.

• Proven experience in providing technical assistance and successfully developing proposals for external donor funding is essential.

• Demonstrated proficiency in applying technical principles and concepts in MEAL.

• Skilled in MS Office applications (Excel, Word, PowerPoint), web conferencing tools, information and budget management systems, and knowledge-sharing networks.

• Experience in business development, project design, and proposal writing in MEAL, particularly in technical writing.

• Background in mentoring, coaching, facilitation, and training that employs adult learning principles.

• Experience in program monitoring and evaluation, including the use of data collection tools, methodologies, data analysis, and data presentation.

• Ability to network and foster relationships with donors, peer organizations, and faith-based civil society partners, with a solid understanding of partnership principles.

• Exceptional relationship management skills, with the capacity to influence and gain buy-in from individuals not under direct supervision and to collaborate with diverse individuals across various geographical and cultural settings.

• Strong strategic, analytical, problem-solving, and systems thinking abilities, with a capacity to see the broader perspective and make informed judgments.

• Excellent written and verbal communication skills.

• Strong presentation, facilitation, training, mentoring, and coaching abilities.

• Proactive, resourceful, and results-driven.

• Fluency in English is required; proficiency in French, Portuguese, or Arabic is a valuable asset.
