Task Order Project Lead, Program Manager

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Act as the Task Order Project Lead (TOPL), overseeing daily operations and providing strategic guidance for all activities under TOPR-0034, ensuring that deliverables are met on scope, on time, and within budget.

• Plan, initiate, manage, execute, and conclude programs that support VHA's integrated health care system, utilizing structured program management methodologies that align with PMI standards and federal contracting requirements.

• Engage consistently with VA and VHA senior leadership to deliver program updates, discuss risks and mitigation strategies, and facilitate data-driven decision-making to further DEAN mission objectives.

• Create and maintain comprehensive program management documents, including project charters, integrated master schedules (IMS), risk registers, stakeholder engagement plans, and program status reports in line with VA documentation standards.

• Lead cross-functional teams while coordinating with internal workstreams, VA program offices, and partner contractors to ensure alignment, resolve dependencies, and support initiative transformation objectives across organizational lines.

• Monitor program performance metrics, conduct reviews of lessons learned, and continuously enhance program execution processes to align with VHA's operational standards and the broader DEAN mission for digital and operational transformation.

⛳️ Requirements

• A minimum of 10 years of experience (with a Master's Degree) in planning, initiating, managing, executing, and closing programs within an integrated health care system or a large-scale federal environment — OR — 4 years of proven experience (with a BA/BS Degree) managing a large-scale program, including at least 4 years in support of a large corporation, government agency, or health care organization.

• A Master's Degree (preferred/primary path) in a relevant field such as Healthcare Administration, Business Administration, Public Administration, or related discipline; OR a BA/BS Degree with equivalent experience as outlined above.

• At least 6 years of direct experience supporting a large corporation or government agency (Master's path) or 4 years (BA/BS path), with preference for candidates who have experience in federal health care organizations such as VHA, DoD, or equivalent.

• Capability to obtain and maintain a VA Position of Public Trust clearance (Tier 2 / MBI) and adhere to all VA information security, privacy, and system access requirements, including VA PIV credentialing and relevant onboarding standards.

• Must be legally authorized to work in the United States without current or future sponsorship; this position is subject to federal contractor employment eligibility verification (E-Verify).

• An active Project Management Professional (PMP) certification or a comparable quality-equivalent certification (e.g., PgMP, PMI-ACP, DAWIA PM Level III) is required at the time of hire.
