Subcontracts Manager

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Oversee the complete lifecycle management of Evans’ subcontracts, purchase orders, and consulting agreements.

• Manage the entire lifecycle of Evans’ subcontract portfolio, which includes IDIQs, Master Service Agreements, Blanket Purchase Agreements, consulting agreements, task orders, and purchase orders for both DoD and civilian agency clients.

• Conduct supplier due diligence and secure Supplier Representations & Certifications prior to contract awards.

• Review, negotiate, and finalize NDAs and Teaming Agreements with potential subcontractors and consultants.

• Create subcontract templates, assess subcontractor redlines, and lead negotiations with subcontractors and consultants.

• Act as the main point of contact for subcontractors, consultants, and suppliers; facilitate subcontractor onboarding and address performance issues.

• Evaluate Purchase Requisitions and authorize Purchase Orders for accuracy in relation to supplier agreements, ensuring compliance with FAR/DFARS flow-down of prime contract clauses.

• Assist Business Development with supplier market research, issuance of RFQs, and assessment of supplier RFP responses for completeness, accuracy, and compliance.

• Maintain subcontract records and perform necessary data entry across Unanet, SharePoint, and SAM.gov.

• Develop and update Evans’ Procurement Manual, Subcontract Standard Operating Procedures, and the Supplier Code of Business Ethics and Conduct.

• Execute subcontract closeout activities to ensure a complete, audit-ready record set.

⛳️ Requirements

• A Bachelor’s degree in a related field or equivalent work experience.

• NCMA CFCM certification is preferred.

• At least 8 years of experience in Subcontracts Administration and Management within the government contracting sector, including a minimum of 5 years managing federal subcontracts and purchase orders across various contract types.

• Familiarity with federal government contracting practices.

• Understanding of subcontracting theories, principles, and practices, along with a solid grasp of various types of agreements (e.g., IDIQs, MSAs, BPAs, consulting agreements, task orders).

• Proficient in contracting concepts, particularly the FAR, DFARS, and agency-specific acquisition regulations relevant to federal government subcontracting.

• Skilled in utilizing software and tools pertinent to the role (e.g., Unanet, SharePoint, MS Office).
