This is a fully remote position, open to applicants in United States.

📋 Description

• Create and execute enterprise Software Asset Management frameworks that comply with DoD IT policy.

• Set organization-wide standards, tools, controls, and governance for managing software licenses.

• Provide strategic advice to leadership regarding procurement strategies, lifecycle management, and modernization opportunities.

• Ensure compliance with license agreements, EULAs, vendor terms, and contractual obligations.

• Conduct license audits, identify discrepancies, and implement remediation strategies.

• Prepare for and oversee vendor audits.

• Monitor deployments, usage, entitlements, and reconciliation across on-premises, cloud, and hybrid environments.

• Develop and sustain automated software inventories utilizing SAM tools.

• Maintain enterprise catalogs, approved software lists, and efforts towards standardization.

• Implement discovery and inventory processes to guarantee visibility and data integrity.

• Create cost models, assess budget requirements, and analyze spending trends year-over-year.

• Recognize opportunities for consolidation, rightsizing, and cost avoidance.

• Assist with procurement actions, budget justifications, and negotiations with vendors.

• Manage vendor relationships and act as the subject matter expert on licensing frameworks and pricing.

• Review licensing contracts to assess cost, risk, and value implications.

• Support negotiation and renewal processes.

• Ensure licensing activities adhere to FAR, DFARS, and federal contract stipulations.

• Generate executive dashboards, status summaries, and briefing materials.

• Communicate compliance risks, cost trends, forecasting models, and operational insights to DoD stakeholders and senior leadership.

• Provide monthly reports on usage, compliance, and cost performance.

• Align SAM initiatives with cybersecurity requirements and RMF controls.

• Support DCAA/DCMA reviews and maintain documentation that is audit-ready.

• Validate deployments against DoD security protocols and authorization standards.

• Develop SAM training materials, best practices, and enablement resources.

• Mentor junior analysts and foster a culture prioritizing optimization and compliance.


⛳️ Requirements

• Active DoD Secret clearance.

• Bachelor’s degree in IT, Computer Science, Business Administration, or a related field.

• ITIL Foundation certification (mandatory).

• Over 15 years of progressive IT experience.

• At least 8 years dedicated to DoD/Federal software asset management.

• Proficiency with SAM platforms such as Flexera, ServiceNow SAM, and Snow License Manager.

• Extensive knowledge of perpetual, subscription, cloud, and enterprise agreement licensing models.

• Experience in managing vendor audits and supporting compliance assessments.

• Experience overseeing licenses for enterprise applications, operating systems, databases, middleware, and cloud services.

• Advanced skills in SAM tools, discovery tools, and CMDB/ITSM platforms.

• Strong analytical skills in Excel, with experience in Power BI or similar BI tools.

• Understanding of DoD IT lifecycle processes, contracting frameworks, and reporting structures.

• Excellent communication skills, particularly in presenting to senior leaders.

• Strong analytical, problem-solving, and meticulous attention to detail.

• Ability to influence stakeholders, prioritize tasks, and perform under tight deadlines.

• Desired: SAM certifications such as IAITAM CSAM or CISAM.

• Desired: Expertise in AWS, Azure, and Oracle Cloud licensing frameworks.

• Desired: Experience in devising cost-saving strategies and enterprise-level licensing solutions.

• Desired: In-depth understanding of DoD cybersecurity frameworks and authorization processes.
