This is a fully remote position, open to applicants in United States.
• Assess federally funded workforce initiatives to evaluate their effectiveness and participant results.
• Create and implement process, outcome, and impact evaluations.
• Construct logic models, theories of change, and performance metrics.
• Examine administrative, participant, employer, and labor-market information.
• Conduct interviews with various stakeholders involved in the programs.
• Compile technical reports and deliverables related to grants.
• A minimum of seven years of experience in program evaluation, workforce development, public policy research, or applied social science research.
• Hands-on experience in evaluating workforce development, employment, training, education, or economic mobility initiatives.
• Familiarity with federally funded programs or grants.
• Proven ability to develop logic models, theories of change, evaluation frameworks, and performance metrics.
• Understanding of WIOA programs and the performance requirements related to workforce development.
• Experience in analyzing both quantitative and qualitative data.
• Strong skills in research design, report writing, stakeholder engagement, and presentations.
• Capability to convey technical findings to non-technical government and community audiences.
