This is a fully remote position, open to applicants in North Carolina, +1 more state.
• Oversee the creation and composition of technical narratives for intricate U.S. Government proposals and federal acquisition documentation.
• Evaluate solicitations, amendments, Statements of Work (SOWs)/Performance Work Statements (PWSs), technical specifications, instructions, and evaluation criteria.
• Craft evaluator-focused narratives that encompass understanding, technical and management strategies, capabilities, experience, risks, and differentiators.
• Customize scientific and technical content for NIH, HHS, DoD/DoW, and other federal reviewers.
• Synthesize technical, operational, management, quality, transition, staffing, risk, and past-performance information.
• Facilitate interviews and working sessions with subject matter experts (SMEs) in scientific, technical, operational, quality, and program domains.
• Investigate technical fields and generate substantial content for SME evaluation.
• Identify information gaps, inconsistencies, unsupported assertions, and necessary SME contributions.
• Formulate proposal messaging, win themes, distinguishing factors, proof points, and technical positioning.
• Assist in Pink Team, Red Team, Gold Team, and final compliance evaluations.
• Conduct research on federal customers, competitors, acquisition trends, contract vehicles, and agency priorities.
• Create competitor profiles, customer intelligence summaries, market analyses, and opportunity-specific research.
• Employ approved generative AI and digital tools for solicitation analysis, research, drafting, editing, compliance, and knowledge management.
• Ensure AI-generated content is accurate, technically valid, compliant, unbiased, and sourced reliably while maintaining information security.
• Develop compliance matrices and ensure traceability between requirements, criteria, and responses.
• Implement solicitation-specific formatting and conduct document quality-control reviews.
• Perform or coordinate Section 508 accessibility evaluations and remediation.
• Maintain version control and manage submission-ready Microsoft Word and PDF documents.
• Preserve proposal templates, reusable content, technical libraries, databases, lessons learned, and knowledge-management resources.
• Operate autonomously on complex tasks with minimal supervision.
• Establish writing standards, terminology, narrative framework, and document uniformity.
• Mentor SMEs and proposal contributors while reviewing content produced by other writers.
• Handle multiple tasks and shifting priorities while adhering to submission deadlines.
• Exceptional technical writing, proposal writing, editing, analytical, and information synthesis capabilities.
• Proven experience in developing intricate technical proposals for U.S. Government clients.
• Familiarity with federal solicitation formats, proposal guidelines, evaluation criteria, SOWs/PWSs, compliance mandates, and competitive proposal development processes.
• Proficiency in conveying technical narratives to scientific, technical, operational, acquisition, and program-management evaluators.
• Capability to comprehend complex scientific or technical topics and produce accurate initial written content.
• Competence in interviewing SMEs, identifying content voids, and transforming technical discussions into proposal-ready narratives.
• Skill in analyzing solicitation requirements and maintaining traceability.
• Experience in conducting competitor, customer, and federal market research.
• Understanding of federal acquisition and Government contracting environments.
• Knowledge of relevant life sciences services and scientific operations.
• Proficient in Microsoft Word, PowerPoint, Excel, SharePoint, Outlook, Teams, Adobe Acrobat, and related proposal technologies.
• Experience in formatting complex technical documents and generating submission-ready files.
• Awareness of Section 508 accessibility standards and experience in conducting accessibility reviews and remediation.
• Proficient in utilizing generative AI and AI-enabled tools, including validating outputs and safeguarding controlled or proprietary information.
• Ability to juggle multiple priorities and meet fixed Government submission timelines.
• Ability to collaborate effectively across Contracts, Business Development, Operations, Quality, Finance, scientific, technical, and executive teams.
• A Bachelor's degree in science, life sciences, engineering, technical communications, English, journalism, communications, or a related field is required.
• 7+ years of experience in technical writing, proposal writing, federal business development, or a related field.
• Extensive experience in developing proposals for U.S. Government clients.
• Demonstrated experience as the primary writer or senior proposal contributor for complex federal technical proposals.
• Fluent written and spoken English is mandatory.
