This is a fully remote position, open to applicants in Texas.
β’ Act as the lead developer accountable for all enhancements, maintenance, and operational support of the Fee Basis (FEE) systems.
β’ Ensure continuous operation of systems that manage over $1 billion annually in community-care nursing home payments, avoiding delays or inaccuracies that directly impact Veteran care reimbursement.
β’ Develop, test, deploy, and maintain code that supports core FEE business rules, payment logic, and operational workflows.
β’ Provide supplementary development and operations support for CCPC and TOP systems, guaranteeing service continuity and smooth coverage during high-demand or critical processing periods.
β’ Diagnose, troubleshoot, and resolve complex issues across FEE, CCPC, and TOP environments, ensuring quick restoration of service in the event of incidents.
β’ Assist with EHRM-related development initiatives in collaboration with VA and Oracle Health, including upcoming debt-collection integrations and release cycles.
β’ Work together with business analysts, payment operations teams, and technical stakeholders to clarify requirements, align system behavior with policies, and confirm readiness for production releases.
β’ Maintain comprehensive documentation for system code, logic flows, operational procedures, and release modifications to ensure auditability, maintainability, and effective knowledge transfer.
β’ Engage in release planning, end-to-end testing, deployment validation, and post-deployment monitoring for changes related to FEE, CCPC, TOP, and EHRM.
β’ Identify opportunities for process improvements and modernization within legacy payment systems while ensuring stability, compliance, and minimal disruption to mission-critical operations.
β’ Bachelor's degree with 5 years of experience or a Master's degree with 3 years in computer science, systems engineering, or a related technical field.
β’ Specialized training or experience with VA payment systems, VistA-based applications, or healthcare claims processing is highly desirable.
β’ 8 years of experience working with VA FEE and TOP systems.
β’ An additional 8 years of relevant experience may substitute for educational qualifications.
β’ Proven experience in developing and supporting production code within VA financial, clinical, or community-care systems.
β’ Experience in supporting legacy payment systems or reimbursement platforms such as FEE, CCPC, or TOP.
β’ Background in regulated or compliance-driven environments with mission-critical or high-risk financial workflows.
β’ Familiarity with modernization initiatives like EHRM, especially changes impacting billing, payment, and debt-collection processes.
β’ Strong software development capabilities with the ability to maintain legacy codebases while facilitating ongoing enhancements.
β’ Proficient in troubleshooting intricate functional and technical issues in multi-component production environments.
β’ Excellent communication skills, with the ability to collaborate closely with operations teams, payment offices, analysts, and leadership.
β’ High attention to detail and a commitment to accuracy in payment-related outputs and coding logic.
β’ Ability to manage competing priorities across multiple systems while ensuring the stability of critical payment operations.
β’ Strong documentation skills for code changes, release notes, technical procedures, and operational workflows.
β’ Demonstrated reliability and ability to maintain continuity for systems where service interruptions have significant financial and Veteran-care repercussions.
