
Senior Quantity Surveyor, Cost Manager – Data Center Construction

This is a fully remote position, open to applicants in Texas.
• Create comprehensive cost plans and estimates during both the design and delivery phases for a large-scale, multi-building construction campus.
• Generate and present monthly cost reports, executive summaries, and funding updates.
• Coordinate cost data from design teams, general contractors, subcontractors, and vendors to ensure thorough cost validation.
• Compile built cost records to facilitate benchmarking and continuous improvement efforts.
• Evaluate contractor and subcontractor pricing and lead commercial negotiations to achieve fair and competitive contract values.
• Oversee the review, estimation, negotiation, and reconciliation of change orders throughout the construction lifecycle.
• Manage post-contract cost variances, change control processes, commitment logs, and contingency tracking.
• Aid in cost risk analysis, scenario planning, and cost impact assessments.
• Ensure integration of cost, schedule, and scope in collaboration with project controls teams.
• Contribute to the development of procurement strategies and alignment of scope across various construction packages.
• Engage in contractor pricing reviews and assist the client during commercial negotiations.
• Guarantee timely agreement of final accounts and uphold a robust process for cost auditing and validation.
• Serve as the primary day-to-day client interface, ensuring objectives are achieved and service excellence is maintained.
• Draft written commentary on contractor submissions and provide updates on cost estimates at key milestones.
• Collaborate with general contractors, design partners, and stakeholders across a large, multi-phase construction campus.
• Inform engineering and design priorities based on cost considerations.
• Lead and coordinate value engineering (VE) sessions with stakeholders.
• Provide insights into market trends, escalation, and construction cost drivers.
• Prepare monthly cost reports and ensure all commercial documentation is accurate and timely.
• Implement and maintain Turner & Townsend’s Business Management Systems and delivery methodologies.
• Exhibit strong financial management skills, including margin tracking and monthly fee/resource forecasting.
• Mentor, coach, and support the growth of junior team members.
• Foster a high-performance, unified culture across the team.
• Demonstrate excellence in leadership and service delivery in accordance with commission requirements.
• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or a related discipline.
• 5–7+ years of relevant experience in construction cost management for medium to large-scale projects with moderate to high complexity.
• Experience in data center construction, or in mission-critical, high-tech, industrial, semiconductor, or other large-scale technical facilities is highly preferred.
• Strong preference for candidates with construction consulting experience.
• In-depth understanding of cost planning, procurement routes, commercial management, value management, and value engineering.
• RICS accreditation or progress toward certification is desirable.
• Exceptional communication, stakeholder management, negotiation, and analytical skills.
