• Create comprehensive cost plans and estimates throughout the design and construction phases for a large-scale, multi-building campus project.
• Generate and deliver monthly cost reports, executive summaries, and funding updates.
• Gather and coordinate cost data from design teams, general contractors, subcontractors, and vendors for precise cost validation.
• Maintain built cost records to facilitate benchmarking and ongoing improvement.
• Evaluate contractor and subcontractor pricing while leading commercial negotiations to achieve fair and competitive contract values.
• Manage the review, estimation, negotiation, and reconciliation of change orders during the construction lifecycle.
• Oversee post-contract cost variances, change control processes, commitment logs, and tracking of contingencies.
• Assist in conducting cost risk analysis, scenario planning, and cost-impact evaluations.
• Ensure the integration of cost, schedule, and scope in collaboration with project controls teams.
• Aid in the development of procurement strategies and alignment of scope across various construction packages.
• Engage in contractor pricing assessments and support the client through commercial negotiations.
• Ensure timely resolution of final accounts and uphold a rigorous process for cost auditing and validation.
• Serve as the primary daily client liaison, ensuring that objectives are met and service excellence is achieved.
• Draft written commentary on contractor submissions and offer cost estimate updates at critical milestones.
• Collaborate with general contractors, design partners, and stakeholders across a large, multi-phase construction campus.
• Advise on engineering and design priorities based on cost factors.
• Lead and facilitate value engineering (VE) sessions with stakeholders.
• Provide insights into market trends, escalation, and factors influencing construction costs.
• Prepare monthly cost reports, ensuring that all commercial documentation is precise and timely.
• Implement and uphold Turner & Townsend’s Business Management Systems and operational methodologies.
• Exhibit strong financial management skills, including margin tracking and monthly fee/resource forecasting.
• Mentor, coach, and assist in the development of junior team members.
• Foster a high-performance, unified culture within the team.
• Demonstrate excellence in leadership and service delivery consistent with commission requirements.
• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or a related discipline.
• 5–7+ years of pertinent experience in construction cost management on medium to large-scale projects of varying complexity.
• Experience in data center construction or involvement in mission-critical, high-tech, industrial, semiconductor, or other large-scale technical facilities is highly preferred.
• Prior experience in construction consulting is strongly favored.
• Strong knowledge of cost planning, procurement pathways, commercial management, value management, and value engineering.
• RICS accreditation or progress towards certification is preferred.
• Exceptional communication, stakeholder management, negotiation, and analytical abilities.
