This is a fully remote position, open to applicants in California, +1 more state.
• Conduct independent evaluations of RFP packages to assess project scope, commercial requirements, risks, and constructability.
• Create comprehensive, multi-discipline EPC cost estimates for projects related to renewable energy, distribution, substations, generation, and industrial electrical works.
• Spearhead the preparation of complete proposal packages, which include:
• Execution plans
• Cost breakdowns and assumptions
• Project schedules utilizing MS Project or Primavera
• Risk registers along with mitigation strategies
• Optional pricing and alternative methodologies
• Environmental, Safety, Quality, and ITP Plans
• Executive summaries
• Organize and carry out site visits to aid in constructability assessments and collect field-level data.
• Analyze technical documents (e.g., drawings, DBMs, specifications) to identify scope discrepancies or conflicts.
• Interact and communicate with subcontractors, vendors, and consultants to obtain and verify pricing information.
• Maintain documentation of all estimate foundations throughout the proposal development process.
• Facilitate internal estimate reviews and provide comprehensive justifications and breakdowns to internal stakeholders.
• Conduct final bid submission reviews with the necessary internal signing authorities.
• Engage in strategy formulation for intricate proposals, encompassing alternative methods, value engineering options, and cost-saving strategies.
• Offer peer reviews and mentor junior estimating personnel through collaborative tasks and technical feedback.
• Assist in the ongoing enhancement of estimating tools, templates, and standard practices.
• Conduct formal estimate transfer meetings with the Project Management team following contract award.
• Aid in the preparation and submission of change orders and scope modifications.
• Contribute to project close-out and post-mortem reviews to facilitate continuous improvement.
• Participate in regular estimating team meetings to share updates, challenges, and lessons learned.
• Submit precise and timely administrative documentation, including daily timesheets.
• Support the maintenance of historical cost data and continuous improvement initiatives within the estimating team.
• Preferred post-secondary education in Electrical Engineering, Construction Management, or a related discipline.
• Certification as a Journeyman Electrician or Power Systems Electrician is regarded as a significant advantage.
• At least 7 years of experience in electrical estimating, preferably within the electric utility or EPC (Engineering, Procurement, and Construction) sectors.
• Demonstrated experience with renewable energy, distribution, and substation projects, including involvement in complex multi-stakeholder proposals.
• Advanced capability in interpreting engineering drawings, design packages, and construction specifications.
• Strong understanding of construction productivity, equipment capabilities, labor planning, and market rates.
• Extensive experience with estimating software (e.g., Hard Dollar or its equivalent).
• Proficient in developing construction schedules using Microsoft Project and/or Primavera.
• Skilled in the Microsoft Office Suite, digital takeoff tools (Bluebeam), and document control platforms (e.g., SharePoint).
• Capable of independently executing full takeoffs, validating pricing, and compiling proposals.
• Excellent interpersonal skills combined with a high degree of professional judgment.
• Proven track record of collaboration across departments and effective communication with both technical and non-technical stakeholders.
• Comfortable engaging directly with subcontractors, vendors, and clients during the proposal process.
• Ability to clearly articulate estimate assumptions, risk considerations, and commercial impacts to diverse audiences.
• Highly organized and detail-oriented, with the ability to manage multiple priorities and adhere to tight deadlines.
• Self-motivated, proactive, and capable of working independently while also contributing as part of a larger team.
