This is a fully remote position, open to applicants in Tennessee.
• Assists the Business Manager with earned value management, scheduling, cost estimating, cost analysis, and control.
• Aids the Business Manager in integrating project earned value data, cost estimates, and schedules into a unified data source while ensuring compliance with their processes.
• Supports project planning by developing schedules and cost estimates.
• Schedules maintenance activities; conducts cost engineering analyses and control activities; monitors work completion as per schedule and formulates estimates using various resources.
• Provides assistance on diverse and urgent project tasks as necessary, including those outside the strict scope of project controls.
• Conducts monthly reporting activities.
• Aids in establishing and maintaining an Earned Value Management System (EVMS).
• Ensures proper control, tracking, and cost accounting for project finances, aligning costs with the approved project Work Breakdown/Project Coding structure.
• Assists with updates to total project costs related to schedule/cost engineering and material control, and develops supporting data for proposals and contract negotiations.
• Reviews requirements pertaining to the determination of total project scope.
• Develops project schedules at various levels, including summary, detailed, and programmatic.
• Coordinates and consolidates project schedules and data from multiple sources into an integrated project schedule.
• Creates cost estimates of various kinds, such as conceptual, order of magnitude, parametric, and bottoms-up.
• Develops or provides support and guidance in creating Basis of Estimates and WBS Dictionaries.
• Assists in reviewing all estimates for completeness and accuracy before submission to management.
• Supports scope changes to the Performance Measurement Baseline through the Baseline Change process.
• Collaborates with designated management and project counterparts for specific planning and scheduling tasks.
• Provides project controls support related to the integration, control, and management of projects, particularly in planning, scheduling, and progress management.
• Implements and adheres to policies, plans, processes, interfaces, and reporting to organize and schedule project work, considering time and resource constraints.
• Aids the project team in all aspects of project planning and scheduling, including determining durations for phasing the project baseline into the project schedule, managing an integrated schedule, and developing and updating progress and performance curves, along with resource assessments.
• Coordinates vendor/subcontractor requested quotes related to specific WBSs of the estimate.
• Encourages and contributes to team synergy.
• May lead and direct the work of others.
• A Bachelor's Degree in Business or an equivalent technical degree, accompanied by 10 years of experience in Project Controls or related fields is required.
• In the absence of a degree, 15 years of experience in Project Controls or related fields is necessary.
• Prior experience with large nuclear, environmental cleanup, and/or construction projects is essential.
• Experience with construction project schedules exceeding $10M is required.
• Experience managing 3+ year project schedules for large projects is needed.
• Familiarity with construction cost estimates over $100M is required.
• Strong organizational and interpersonal skills are essential.
• Proficient written and verbal communication skills are necessary.
• Effective coordination and integration skills are required.
• Intermediate proficiency with MS Excel, MS Word, MS PowerPoint is necessary, with advanced Excel skills preferred.
• Intermediate proficiency with Primavera P6 and MS Project software is required, with advanced Primavera P6 skills strongly preferred.
• Intermediate experience with InEight Estimator or similar cost estimating software is preferred.
• Intermediate understanding of federal government estimating practices and Federal Acquisition Regulations (FAR) is beneficial.
• Intermediate skills with earned value management systems and reporting are necessary.
• Some capability to develop cost estimates from various sources including engineering drawings, sketches, bills of materials, equipment lists, etc., is required.
• Ability to generate project schedules from all necessary sources is essential.
• EVMS, Cobra, or Primavera P6 certification is preferred.
• Certifications from the American Society of Professional Estimators (ASPE) and/or the Association for the Advancement of Cost Engineering (AACE) International are preferred.
• Project Management Professional (PMP) certification is preferred.
