This is a fully remote position, open to applicants in Washington.
• Deliver pricing support for task orders and manage the development of pricing for task orders and work orders.
• Evaluate detailed cost estimates, cost models, pricing narratives, and documentation for the basis of estimates.
• Supervise the creation of task order scoping documents and ensure alignment of scope, schedule, and cost prior to submission.
• Confirm the validation of risk analysis and cost and schedule contingencies within the pricing process.
• Incorporate vendor and subcontractor quotes into pricing models effectively.
• Work closely with Finance to verify estimates, rates, indirect burdens, and pricing assumptions.
• Conduct quality assurance reviews of cost and price volumes to ensure responsiveness to solicitations and compliance with FAR, DFARS, and CAS.
• Establish and formalize the comprehensive process for task order development.
• Create estimating standards, basis of estimate templates, pricing guidelines, and frameworks for scoping documents.
• Produce training materials and process documentation.
• Mentor and train project controls staff while providing training to proposal and support teams.
• Collaborate with Projects & Construction, Business Operations, and Functional Support groups to gather pricing and proposal data.
• Maintain proposal and task order documentation in accordance with document control processes.
• Adhere to site environmental, health, and safety regulations.
• A Bachelor's degree in Business, Finance, Engineering, Construction Management, Project Management, or a related field.
• At least ten (10) years of experience in Project Controls for large-scale government-funded programs or contracts.
• A minimum of five (5) years of experience using Primavera P6.
• U.S. citizen with a TS/SCI clearance or the capability to obtain the necessary security clearance.
• Must be 18 years of age or older.
• Proficient in reading, writing, and speaking English.
• Knowledgeable in proposal development and strategy, including principles of contract cost and pricing.
• Capable of reviewing and drafting pricing narrative responses.
• Extensive understanding of FAR, DFARS, and Cost Accounting Standards (CAS).
• Familiarity with the U.S. Government structure and agency acquisition policies and procedures.
• In-depth knowledge of basis of estimate components.
• Proven expertise in EVMS implementation and reporting according to EIA-748 standards.
• Ability to scale EVMS best practices effectively.
• Strong analytical abilities and capacity to develop and maintain integrated cost and schedule baselines.
• Demonstrated capability to manage multiple deadlines and shifting priorities.
• Willingness to work extended hours, often with little notice, to meet deadlines.
• Must pass pre-employment referee checks, criminal history checks, medical assessments, and drug testing.
