Senior Program Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Lead the implementation of a large-scale, multi-year federal technology support initiative with critical mission impact.

• Act as the main liaison for the Contracting Officer's Representative (COR) and the Contracting Officer (KO).

• Organize program-level meetings, sprint reviews, and retrospectives across various development and scrum teams.

• Manage the delivery schedule, track sprint velocity, and provide a rolling delivery forecast in alignment with Government requirements.

• Own the program's risk register and escalate any cross-team blocking risks to the Government.

• Ensure that all contractual deliverables are submitted in accordance with requirements.

• Oversee the sustainment and delivery of services across low-code and SaaS platforms such as Salesforce, Appian, ServiceNow, and Microsoft Power Platform, in addition to traditional enterprise technology stacks.

• Manage team structure, onboarding, and personnel continuity throughout the program.

• Serve as the trusted advisor and primary contact for senior Government stakeholders.

• Lead corrective action planning for any variances in schedule, cost, or performance.

• Mentor and develop program managers and project coordinators within the delivery organization.

• Assist in business development and growth initiatives, including capture planning, teaming, and proposal support for follow-on and expansion opportunities within the account.

⛳️ Requirements

• Ability to obtain and maintain a Department of Defense Common Access Card (CAC).

• Must pass a favorable fingerprint check and Tier 1 background investigation.

• A bachelor's degree in business, management, information systems, or a related field is required.

• 10+ years of program management experience, specifically managing federal government IT contracts.

• Proven experience in managing complex, multi-application technology programs with cross-functional teams.

• Demonstrated ability in overseeing Agile software delivery (Scrum, Kanban, or Scrumban), including sprint planning, backlog management, and release management.

• Strong understanding of federal contract administration, deliverable management, and performance-based service contracts.

• Excellent leadership, negotiation, and executive communication skills.

• PMP (Project Management Professional) certification or equivalent experience is preferred.

• Preferred: Master's degree in business administration, information systems, or a related field.

• Preferred: Prior experience supporting the U.S. Coast Guard, DHS, or other federal mission-support IT programs.

• Preferred: Experience managing sustainment or delivery on low-code and SaaS platforms such as Salesforce, Appian, ServiceNow, or Microsoft Power Platform.

• Preferred: PMI-ACP, Certified ScrumMaster (CSM), SAFe Agilist, or equivalent Agile certification.

• Preferred: Experience managing environments with multiple vendors or multiple BPA holders.
