Senior Program Controls Analyst

This is a fully remote position, open to applicants in United States.

📋 Description

• Develop, maintain, and evaluate time-phased cost baselines, actuals, and forecasts in accordance with the program schedule, applying the necessary level of rigor for each program—whether purely commercial, Firm Fixed Price (FFP), Cost-Plus, or compliant with Earned Value Management System (EVMS).

• Assist in the creation of Performance Measurement Baselines (PMB) and conduct Integrated Baseline Reviews (IBRs) as needed, customizing processes to fit the contract type, lifecycle phase, and customer expectations.

• Prepare and evaluate program performance metrics utilizing methods suitable for each program's contractual and operational requirements, including BCWS, BCWP, ACWP, variance analysis, and Estimate at Completion (EAC).

• Partner with the Program Controls Scheduler to ensure effective and efficient integration of cost and schedule, enabling accurate performance measurement and reporting, including a comprehensive EVMS report when required.

• Collaborate with corporate finance to synchronize program reporting and forecasting with business objectives and financial planning cycles.

• Ensure program-level tools and processes fulfill the financial reporting, forecasting, and control requirements of the business.

• Work with Program Managers, CAMs, Engineering, Contracts, and Procurement to create and validate Estimates to Complete (ETC).

• Track, assess, and report program performance using metrics, KPIs, dashboards, and trend analysis.

• Aid in proposal development by preparing cost volumes, Basis of Estimate (BOEs), and integrating schedule and cost planning.

• Support both internal and external reviews, including Program Management Reviews (PMRs), financial assessments, and customer data calls.

• Contribute to the advancement and refinement of cost control processes, reporting standards, and tool integrations.

• Collaborate with the department manager to foster the training and development of the Program Planning & Controls analyst and assist in the development of EVM policy and system/tool implementation.


⛳️ Requirements

• A minimum of five (5) years of experience in program controls, cost analysis, or financial planning within aerospace, defense, or similarly intricate technical environments.

• Bachelor’s degree in finance, business administration, or a related field.

• Experience in program cost control, performance measurement, and earned value analysis specifically in aerospace or defense programs.

• Familiarity with corporate finance planning cycles, budgeting, and forecasting in a programmatic setting.

• Proficiency in Microsoft Excel, cost reporting tools, and a working knowledge of Microsoft Project.

• Strong understanding of Earned Value Management (EVM) principles and compliance with ANSI/EIA-748.

• Ability to communicate effectively with both technical program teams and business/finance stakeholders.

• Excellent analytical and organizational capabilities; able to manage competing priorities and meet deadlines.
