This is a fully remote position, open to applicants in District of Columbia, +2 more states.
• Establish the vision, direction, goals, and strategic objectives for CMS data warehouse and analytics products.
• Convert CMS program and business objectives into product strategies and multi-release roadmaps.
• Manage major initiatives across CMS stakeholders, data governance, security, and enterprise architecture.
• Supervise multiple teams, projects, and programs that align with product goals.
• Oversee release planning and execution involving product, development, QA, operations, security, and infrastructure teams.
• Define release scope, objectives, success criteria, dependencies, and risk posture.
• Develop short- and long-term product line plans and modify schedules, scope, and targets as priorities evolve.
• Gather, define, analyze, and manage complex business and system requirements.
• Facilitate development design sessions to ensure technical feasibility and architectural consistency.
• Collaborate with test and QA teams to guarantee requirements are implemented and tested effectively.
• Conduct product and project quality control throughout the development and release cycles.
• Document team agreements, sprint plans, release plans, product decisions, and retrospectives.
• Engage with CMS business owners, program leadership, developers, scrum teams, data architects, and operations staff.
• Lead client meetings and present roadmaps, status updates, risks, trade-offs, and outcomes.
• Address conflicts, negotiate priorities, and escalate issues as necessary.
• Make product and delivery decisions based on data.
• Drive cross-functional alignment among multiple agile teams.
• Oversee resource planning, capacity management, and prioritization.
• Delegate tasks while retaining accountability for results.
• Mentor managers, technical leads, and other exempt professionals.
• BA/BS in Computer Science or a related technical field, Information Systems, Engineering, Business, or equivalent combination of education, technical certifications/training, or work experience.
• Over 10 years of experience in Business Analysis and/or Product Management.
• Significant experience in a senior or lead capacity overseeing multiple teams or product lines.
• Experience managing intricate, multi-team initiatives or product portfolios in a technology-centered environment.
• Prior experience in a CMS setting with Medicare/Medicaid claims and related data.
• Extensive background in soliciting, defining, and managing business and system requirements for large-scale data, analytics, or platform products.
• Experience supervising release planning and execution across multiple teams or components.
• Strong familiarity with databases and data warehouses, including both on-premise and cloud-based solutions.
• Ability to comprehend and convey data architecture, cloud, integration, and security concepts to both technical and non-technical audiences.
• Exceptional customer service and communication skills, including the ability to present to all levels of leadership and CMS.
• Strong problem-solving, strategic thinking, and decision-making skills.
• Demonstrated experience with Agile frameworks, such as Scrum, SAFe, or Kanban, and leading cross-functional agile teams.
• Proven ability to lead through influence, encourage collaboration, and manage stakeholders in a matrixed environment.
• Experience mentoring or managing managers, technical leads, or senior professionals.
• Ability to pass a CMS background check.
• Must have resided in the U.S. for at least three out of the last five years.
• Preferred experience with AWS Cloud computing and cloud-native data services.
• Preferred experience with SQL or similar querying languages.
• Preferred experience with Integrated Data Repository and other CMS data warehouse projects.
• Preferred experience with DevOps/CI-CD pipelines.
• Preferred certifications in product management or agile leadership such as CSPO, SAFe POPM, or PMP.
