📋 Description

• Oversee the operational activities for the Trust Framework programs, guaranteeing alignment with strategic goals, adherence to timelines, budget compliance, and maintenance of quality standards.

• Responsibilities include, but are not limited to: Providing operational support for entities involved in trust frameworks, addressing inquiries, coordinating and tracking the resolution of issues; Supporting the execution of delegation of authority policies; Monitoring and reporting on the progress of trust framework vetting processes; Facilitating the review of IAS providers to ensure compliance with requirements; Planning and leading implementation calls with QHINs/Implementers; Ensuring that program functions and related processes are thoroughly documented; Implementing and sustaining operational workflows and systems to promote efficient, compliant, and scalable program execution.

• Recognize opportunities for process enhancements and formulate recommendations to improve operational efficiency and participant satisfaction.

• Work collaboratively with technical, policy, project management, and engagement teams to ensure cross-functional coordination and alignment with changing technical and policy requirements.

• Represent the Trust Frameworks in internal coordination meetings and selected external working groups, offering operational insights and updates.

• Oversee the design and delivery of high-quality account services, cultivating trusted relationships and providing strategic guidance to ensure successful onboarding, operational compliance, and measurable progress throughout the lifecycle of Trust Framework participants.

• Facilitate issue resolution through cross-functional collaboration and manage escalations effectively to support stakeholder success. Work with engagement, technical, and policy teams to ensure participant needs are communicated and addressed effectively.

• Design and uphold data governance processes to guarantee the accuracy, completeness, and consistency of directory and operational data. Collaborate with ONC to define metrics for measuring TEFCA adoption, incorporating input from QHINs. Manage the metrics reporting processes to monitor the growth, usage, and operational health of the data exchange ecosystem. Support framework evaluation through data-driven insights, ensuring accountability and alignment with program objectives.

• Act as a team leader for program operations functions, ensuring efforts align with organizational goals while promoting team collaboration and professional development. Exemplify organizational values and Code of Conduct; manage resources and business objectives in compliance with policies and standards.


⛳️ Requirements

• Bachelor’s degree required; Master’s degree in public health, health IT, business administration, or a related field preferred.

• A minimum of 6-8 years of experience in health IT, ideally in health information exchange operations or program management.

• At least 2-3 years of experience in supervisory roles.

• Strong understanding of interoperability principles and the national interoperability landscape, including associated operations, standards, and frameworks.

• Proven ability to manage cross-functional program operations, encompassing strategic planning, resource management, and workflow optimization, preferably in the health information exchange or a related field.

• Demonstrated capability to design, implement, and manage effective workflows and data-driven reporting processes.

• Excellent stakeholder engagement abilities, including diplomacy, written and verbal communication, and relationship management across diverse audiences.

• Proficient in developing, implementing, and monitoring data governance policies and processes to ensure data integrity, accuracy, and security.

• Ability to convert data into actionable insights to guide program strategy and performance.

• Skilled in building and managing high-performing teams while fostering an environment of collaboration and teamwork.

• Strong problem-solving and communication skills with a service-oriented mindset.

• Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint, PowerBi, etc.)
