This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Provide leadership in Monitoring, Evaluation, and Learning (MLE) at a strategic level for MMS and IFA programs.
• Influence how evidence shapes the scaling process.
• Adapt the program model as necessary.
• Facilitate the generation and application of learning.
• Spearhead the design, development, and upkeep of MMS's global MLE framework.
• Offer senior technical guidance for IFA's multi-country MLE strategy.
• Supervise extensive primary data collection efforts for MMS.
• Direct implementation research initiatives for both IFA and MMS.
• Recognize the need for and create MLE best practices that enhance the overall nutrition portfolio.
• Collaborate with Program leadership on strategic planning and expansion initiatives.
• Provide strategic thought partnership to regional MLE teams regarding MLE planning and execution for MMS and IFA.
• Conduct cross-country analysis and synthesis of MLE results to guide MMS scale-up decisions.
• Oversee MLE scopes of work, budgets, and work plans for MMS.
• Initially manage the Manager of MLE Strategy, with potential future opportunities for additional people management and consultant oversight.
• A minimum of 5 years of proven experience in developing Monitoring and Evaluation (M&E) frameworks and plans.
• Experience in conducting implementation research.
• Expertise in designing M&E activities, including sampling design, survey protocols, and data collection tools.
• Proficiency in conducting data analysis at both global and country levels.
• An advanced degree (Master's required) with substantial coursework in quantitative disciplines such as economics, statistics, epidemiology, or public health.
• Demonstrated experience in leading large-scale primary data collection activities.
• Skills in survey instrument design, enumerator training, and data quality assurance protocols.
• Strong understanding of M&E design methodologies, including sampling strategies, power calculations, and both quasi-experimental and experimental designs.
• High proficiency in Stata (required) and/or R, with experience in independently managing, cleaning, and analyzing large quantitative datasets.
• Proven ability to deliver senior-level technical leadership on intricate MLE design and implementation, including making and justifying decisions outside of standard operating procedures.
• Recognition that MLE can transcend compliance and reporting, coupled with a desire to enhance program learning and impact through effective MLE strategies.
• Demonstrated experience in managing and developing direct reports, including providing technical coaching, performance management, and supporting career advancement.
• Ability to lead MLE initiatives across internal teams and collaborate with external partners (implementation partners, government representatives, donors) without direct authority.
