Senior Manager – MEL

This is a fully remote position, open to applicants in India.

📋 Description

• Spearhead the design, enhancement, and implementation of comprehensive monitoring frameworks, logical frameworks, and outcome/output indicators.

• Create and supervise qualitative, quantitative, and mixed-methods evaluation methodologies and assessment tools.

• Propel MEL strategies for program pilots and experiments to facilitate iterative learning, adaptation, and scaling.

• Direct and manage key research initiatives focused on the economic empowerment of women and adolescent girls.

• Improve data management, quality assurance, and technology-enabled monitoring tools, including digital dashboards integrated with internal and governmental platforms.

• Conduct quantitative and qualitative data analysis, transforming complex metrics into actionable insights for leadership and program teams.

• Set organizational benchmarks for data quality, consistency, accessibility, and ethical utilization.

• Cultivate an organizational culture where data and evidence guide program decisions and operations.

• Build and lead the internal MEL team framework, clarifying roles and responsibilities.

• Advance MEL capabilities among program personnel, operations teams, and implementation partners through training and mentoring.

• Compile impact reports and evidence summaries for executive leadership, donors, governmental entities, and external partners.

• Collaborate with Communications and Fundraising teams on donor proposals, impact narratives, and external communications.

• Represent the organization at sector forums, research conferences, and MEL networks.

• Design and maintain precise, timely, and compliant government reporting systems.

• Align internal indicators and tools with public sector reporting standards and data quality requirements.

• Coordinate regional and field teams to verify data, address discrepancies, and uphold documentation.

• Develop dashboards, evidence briefs, and progress reports for governmental stakeholders.

• Leverage government administrative data to enhance targeting, delivery quality, and scaling decisions.

⛳️ Requirements

• Master’s degree in Development Studies, Economics, Statistics, Social Research, Public Policy, Education, Data Science, or a related field.

• 6–8 years of experience in MEL within the development or education sector, including leadership roles in MEL functions or significant evaluation/research projects.

• Proficient in Power BI, Tableau, SurveyCTO, KoboToolbox, ODK, SPSS, Stata, or R.

• Experience designing and implementing end-to-end evaluations utilizing quantitative, qualitative, experimental, or quasi-experimental methodologies.

• Extensive expertise in MIS, data visualization, digital monitoring systems, and comprehensive data pipelines.

• Experience in developing reporting, compliance documentation, or dashboards for governmental entities or public systems.

• Practical knowledge of data safeguarding, informed consent, confidentiality, and responsible management of adolescent girls' data.

• Proven ability to translate technical findings into decision-oriented communications for non-technical stakeholders, donors, and leadership.

• Strong commitment to gender equality, youth empowerment, and social inclusion.

• Previous experience working with public education systems, government MIS, or EdTech ecosystems, particularly in India.

• Advanced skills in Excel, including pivot tables, data cleaning/reconciliation, and automated visualization.

• Fluency in Telugu or Kannada.

• Experience in project management coordinating complex reporting cycles across multiple partners and regions.

• Experience overseeing external research agencies, evaluators, or technical consultants.
