Senior Institutional Business Development Manager – Government Program – EU

This is a fully remote position, open to applicants in Belgium.

📋 Description

• Propel LiveEO's status as a reliable capability partner within the European institutional framework (e.g. EC, ESA, EDA) and NATO by integrating our satellite-based intelligence capabilities into essential EU and NATO security and space initiatives and funding avenues.

• Ensure that LiveEO is not merely involved in programs but is actively influencing and capturing them—translating high-level policy priorities (e.g. sovereignty, resilience, security) into funded projects, direct procurement, and product direction for AI analytics and LiveEO’s anticipated Twinspector satellite constellation.

• Establish and nurture relationships with European institutions and stakeholders (EC, ESA, EDA, etc.).

• Position LiveEO in preliminary program discussions and working groups.

• Ensure that LiveEO becomes a standard participant in pertinent EU and NATO security and space initiatives, securing substantial multi-year contracts and direct procurement possibilities.

• Identify and shape opportunities within the EDF, Horizon Europe, and ESA programs.

• Develop and orchestrate strategic consortia and partnerships.

• Convert policy and funding priorities into tangible opportunities and proposals.

• Provide institutional insights to inform product strategy and positioning, supporting the development of projects.

⛳️ Requirements

• 5–10+ years of experience in:

• - Engaging with European institutions (e.g. EC, ESA, EDA).

• - Defence / Space / Earth Observation scale-ups and start-ups.

• - Relevant business development or public sector strategy roles within institutions.

• Capacity to operate at the nexus of policy, funding, and capability development.

• Strong comprehension of EU institutional dynamics and program frameworks.

• Extensive network among European institutional stakeholders and within the Brussels ecosystem.

• Documented ability to shape opportunities prior to formalization.

• Self-assured public speaker and presenter.

• Experience navigating complex multi-stakeholder environments and consortia.

• Strategic mindset combined with a strong sense of execution ownership.

• Proven history of contributing to or winning EU-funded programs.

• Ability to translate policy priorities into viable funding programs.

• Willingness to travel approximately 30–40% (Brussels ecosystem, institutional meetings, consortium collaboration).

• Eligibility to work with European institutions and programs; EU citizenship is an asset.

• Military or relevant national security experience is a plus.

• Experience in shaping agendas or calls for EU programs is advantageous.

• Background in ISR, Earth Observation, or geospatial analytics is beneficial.

• Experience in consulting or strategic advisory roles with a public sector focus is a plus.

• Proficiency in additional languages (French, Ukrainian, Spanish, German, etc.) is advantageous.
