This is a fully remote position, open to applicants in California, +4 more states.
• Assist small teams in conducting open-source policy research and data analysis to facilitate long-term recovery planning and the development of hazard mitigation grant applications.
• Oversee and manage grants in alignment with federal policy standards, guidelines, and best practices.
• Aid technical leads in formulating hazard mitigation, long-term recovery, and resilience strategies, including developing grant funding roadmaps for project execution.
• Create initial drafts of written materials (e.g., grant applications, funding strategies, checklists, reports, etc.) and tools (e.g., dashboards, etc.) to assist in the design and execution of client projects.
• Organize agendas and deliver presentations to clients and other contractors to facilitate project implementation activities.
• Support project managers with the review of deliverables and the tracking of budgets and schedules for deliverable submissions.
• Contribute to business development efforts, including writing proposals, white papers, opinion pieces, and other marketing support.
• Bachelor’s degree in Planning, Public Policy, Environmental Policy/Justice, Economics, Engineering, Public Administration, or a related discipline.
• Over 5 years of experience in supporting disaster recovery, hazard mitigation, or resilience planning and implementation for public sector clients (state, local, tribal, and territorial governments).
• More than 5 years of experience in developing and/or managing federal disaster, disaster recovery, or risk reduction grants, such as FMA, ARPA, BRIC, HMGP, CDBG-DR applications and awards.
• At least 3 years of demonstrated experience in conducting policy research; analyzing qualitative and quantitative data; and converting findings into clear technical deliverables (e.g., plans, grant applications, funding strategies/roadmaps, checklists, reports, SOPs, or training materials).
• A minimum of 2 years of experience in technical writing and editing, including creating first drafts and integrating feedback for final submissions. Examples include: policies, SOPs, needs assessments, federal government waiver requests, RFP responses.
• Must be able and willing to travel up to 25% domestically (by flight and vehicle) based on client and program requirements.
• A valid U.S. driver’s license is required, along with the successful completion of a Motor Vehicle Records (MVR) check.
