This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Acts as a reliable technical advisor to the Program Manager and the associated team.
• Offers technical guidance and counsel concerning IT systems broadly.
• Enforces governance, control, and standards across the portfolio.
• Monitors, tracks, and updates the status of technology services and architecture, including cloud and AI/ML.
• Assists in updating and reviewing IT technology roadmaps.
• Collaborates with senior management to set strategic plans and objectives.
• Serves as a consultant to management and clients on advanced technical research studies and applications.
• Provides expert technical guidance and advice in Mainframe Modernization areas, including Cloud Migration.
• Offers advisory support on IT applications architecture, focusing on the latest technologies (e.g., Cloud, AI/ML, GenAI, LLM), ensuring their validity, applicability, and relevance.
• Engages in defining and developing Agile/SDLC engineering and architecture artifacts and standards, keeping them up to date.
• Oversees Agile/SDLC reviews, including change management, to ensure adherence to standards and required guidance.
• Maintains a library of PMO documents and creates a repository of project templates to assist both technical and management teams in supporting project managers.
• Aids in portfolio, program, and project-level business process analysis, mapping, improvements, reporting, market research, and internal communication.
• Converts business processes into workflows and dashboards as necessary.
• Designs and implements efficient database structures and models for data storage, retrieval, and analysis.
• Develops, constructs, tests, and maintains scalable data pipelines for collecting, processing, and integrating data from diverse sources.
• Implements ETL (Extract, Transform, Load) processes to maintain data consistency and quality.
• Integrates data from various sources, ensuring its consistency, reliability, and accuracy.
• Creates data APIs and automation scripts to enhance data integration and workflows.
• Bachelor's degree in computer science, Information Technology, or a related discipline; a Master's degree is often preferred.
• 14 years or more of experience with a Bachelor's degree; 12 years or more of experience with a Master's degree.
• Ability to obtain and maintain a public trust requiring U.S Citizenship or Green Card.
• Over 5 years of technical and/or management experience in the industry and/or Government Sector for Mainframe Modernization and Cloud Migration initiatives at an enterprise level.
• Expert-level understanding of Mainframe Systems Migration and Transformation.
• Expert-level understanding of Enterprise Database Management Systems generally and Open Databases specifically.
• Knowledge of IBM Mainframe and Open Systems, including applications and database architecture.
• Experience with IT governance in general.
• Broad experience and understanding to provide sound technical advice to the Program Manager on various topics.
• Expertise in enterprise architecture, strategy development, and enterprise solutions.
• Expert-level comprehension of core systems engineering and analysis disciplines and processes.
