Senior Developer – Survivor Portal

This is a fully remote position, open to applicants in United States.

📋 Description

• DecisionPoint is in search of a Senior Developer (Survivor Portal) to oversee the software development for the Defense Casualty Information Processing System (DCIPS) Survivor Web Portal, a secure and isolated platform designed to assist survivors and families of fallen service members.

• This portal facilitates account creation, consent management, e-signature, event participation, and resource access, while ensuring seamless integration with the DCIPS Future ecosystem.

• The Senior Developer will be responsible for designing, building, and maintaining scalable, accessible, and compliant web applications within AWS GovCloud IL2–IL5 environments, guaranteeing data integrity, user privacy, and system resilience throughout Agile release cycles.

⛳️ Requirements

• Lead the full-stack development of the Survivor Portal, creating modular, reusable code for portal features such as account creation, consent forms, and e-signature workflows.

• Develop secure and responsive front-end interfaces utilizing modern frameworks (React, Angular, or Vue) that comply with Section 508 accessibility and UX standards.

• Integrate RESTful APIs and manage secure, limited data exchanges between the Survivor Portal and DCIPS Future, ensuring isolation and adherence to DoD cybersecurity mandates.

• Implement authentication and role-based access control (e.g., SAML, OAuth 2.0) to facilitate secure access and identity management for survivors.

• Construct and maintain serverless and microservices-based back-end components in AWS GovCloud using technologies such as Lambda, ECS, and RDS.

• Support DevSecOps automation by integrating CI/CD pipelines, containerization (Docker/Kubernetes), and automated testing frameworks.

• Ensure that the portal complies with RMF, DISA STIG, and Zero Trust security requirements.

• Develop APIs that support event calendars, survey integrations, and resource recommendations as outlined in the TOR feature requirements.

• Conduct code reviews, optimize system performance, and troubleshoot integration or data validation issues.

• Engage in Agile ceremonies—stand-ups, retrospectives, and sprint planning—to ensure iterative delivery aligns with stakeholder expectations.

• Collaborate closely with UX/UI designers, data engineers, and DevOps personnel to deliver a high-quality, user-centric platform.

• Contribute to system documentation, configuration management, and release notes for version control and sustainment.

• Bachelor’s degree in Computer Science, Software Engineering, or a related technical field.

• At least 7 years of experience in enterprise web application or portal development.

• Demonstrated success in developing secure, integrated systems in AWS GovCloud or equivalent IL-classified environments.

• Experience in building case management or user access portals that support high-security data environments.

• OutSystems experience is highly preferred.

• Proficiency in Java, C#, or Python and modern web frameworks (React, Angular, or Vue).

• Skilled in RESTful API design, JSON, and data exchange standards.

• Familiarity with containerization, orchestration (Docker, Kubernetes), and CI/CD pipelines (GitLab CI, Jenkins).

• Understanding of AWS services (Lambda, RDS, S3, CloudWatch, IAM) and infrastructure-as-code (Terraform or CloudFormation).

• Knowledge of DoD cybersecurity controls, DISA STIG compliance, and RMF processes.

• Experience integrating third-party services (e.g., DocuSign, survey tools, or analytics).

• AWS Certified Developer – Associate or Solutions Architect certification.

• CompTIA Security+ CE (DoD 8570 baseline) certification.

• Certified Scrum Developer (CSD) or equivalent Agile certification.
