This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Integrate and enhance natural language processing techniques to parse, cleanse, and analyze extensive collections of unstructured and semi-structured text, utilizing optical character recognition, semantic similarity algorithms, and large language models as required.
• Design, develop, test, calibrate, and implement statistical and machine learning models aimed at detecting financial fraud, improper payments, and non-compliance within SBA programs.
• Construct and optimize supervised and unsupervised models, incorporating regression, Bayesian, clustering, and ensemble methods.
• Review, maintain, and provide support for all existing loan fraud indicators created by TSD.
• Conduct data quality assessments on source tables and establish repeatable processes for merging and analyzing substantial data sets.
• Collaborate directly with criminal investigators to formulate and execute analytical strategies that support loan fraud cases, ensuring adherence to federal rules of criminal procedure regarding protected information, including Rule 6(e).
• Generate case leads for SBA OIG investigations based on model results.
• Document all methodologies, test models, and production models in a manner that complies with criminal evidentiary standards.
• Create visualizations and dashboards that illustrate methodological choices, results, and predictive capabilities, iterated based on user feedback.
• Present findings in various formats: data summaries and visualizations for investigative staff, and executive summaries for OIG leadership.
• Coordinate with the data engineering team to ensure that the architecture efficiently supports machine learning and text processing pipelines.
• Develop programming and automation techniques using SharePoint, Python, Excel, Power BI, Power Apps, and similar tools.
• Identify new business inquiries that broaden the scope of analysis and reporting.
• Master's, Ph.D., or equivalent doctorate-level degree in data science, machine learning, computer science, mathematics, or a related discipline. Alternatively, a decade of applied experience in any of the aforementioned fields.
• Over 5 years of experience in designing, implementing, and maintaining advanced AI systems and predictive models, including both supervised and unsupervised techniques.
• More than 5 years developing analytic rules and models utilizing cutting-edge analytic tools and best practices.
• At least 5 years of experience in developing regression, classification, and other statistical models to detect anomalies, patterns, and predictive variables.
• A minimum of 3 years providing data support for criminal investigations related to financial fraud or misuse of government funds.
• At least 3 years of experience manipulating data using Python, with proficiency in Pandas required.
• A minimum of 3 years working within a modern cloud environment: Azure, AWS, or GCP, with certifications preferred.
• Over 2 years conducting advanced data analysis using SQL, specifically SQL Server and PostgreSQL.
• Over 2 years developing and scaling natural language processing solutions.
• At least 2 years presenting methods and findings to both technical and non-technical stakeholders, through oral communication and written products and visualizations.
• Experience in production environments with named entity recognition and entity resolution across complex document collections.
• Familiarity with retrieval-augmented generation, vector stores, embeddings, and large-scale semantic search.
• Experience integrating large language models under federal security constraints, including controlled deployment and prompt versioning.
• Knowledge of optical character recognition pipelines applied to scanned or low-quality source documents.
• Experience with topic modeling, document classification, or clustering in the context of audit, legal, or investigative text.
• Certification in Azure, AWS, or GCP is preferred.
