This is a fully remote position, open to applicants in United States.
• Perform comprehensive technical evaluations of proposed reimbursement projects to determine their feasibility, practicality, readiness for implementation, and alignment with defined objectives.
• Examine funding requests to ensure compliance with relevant Extended Producer Responsibility (EPR) laws, regulations, program plan requirements, covered-cost criteria, and CAA reimbursement policies.
• Evaluate whether the proposed initiatives further CAA’s strategic goals, including regulatory compliance, enhanced recycling results, operational efficiency, equitable service delivery, modernization of systems, and demonstrable program value.
• Analyze reimbursement applications and accompanying materials to ascertain if the proposed project is adequately defined for technical evaluation.
• Review reimbursement applications to verify that the requested funding is technically justified, well-documented, and linked to qualifying program outcomes.
• Collaborate effectively with internal teams—including Legal, State-level operations, Data & Analytics, Materials, Finance, Planning, and Compliance & Regulatory Affairs—to gather necessary inputs for technical, regulatory, operational, and financial assessments.
• Carry out technical, regulatory, operational, and economic research essential for evaluating proposed projects and reimbursement applications.
• Clearly document the rationale for reviews, assumptions made, outstanding issues, and the basis for recommendations in an audit-ready format.
• Thrive in ambiguous and dynamic environments by exercising sound judgment, addressing significant concerns, and differentiating between feasibility issues and documentation gaps.
• Undertake additional related tasks as assigned.
• A Bachelor's degree is required in engineering, environmental science, environmental studies, public administration, economics, data analytics, project management, or a related discipline.
• A Master's or advanced degree in engineering, environmental science, environmental studies, public administration, economics, data analytics, project management, or a related field is preferred.
• Over 7 years of relevant professional experience in areas such as technical project review, infrastructure or operations assessment, recycling or solid waste programs, regulated funding programs, reimbursement evaluation, project analysis, or related sectors.
• Preferred experience includes evaluating project scopes, costs, feasibility, regulatory compliance, implementation strategies, or technical documentation.
• Familiarity with EPR programs, recycling systems, municipal operations, public-sector funding initiatives, regulated programs, or reimbursement processes based on applications is preferred.
