Senior Analyst – Technical Project

This is a fully remote position, open to applicants in United States.

📋 Description

• Perform hands-on technical evaluations of proposed reimbursement initiatives to determine their feasibility, practicality, readiness for implementation, and alignment with established objectives.

• Examine funding requests to ensure compliance with relevant EPR laws, regulations, program plan requirements, covered-cost criteria, and CAA reimbursement policies.

• Evaluate whether proposed initiatives further CAA’s strategic goals, including regulatory adherence, enhanced recycling results, operational efficiency, equitable service delivery, system modernization, and quantifiable program value.

• Analyze reimbursement applications and accompanying documents to ascertain if the proposed project is adequately defined for a technical review.

• Review reimbursement requests to confirm that the funding sought is technically justified, well-documented, and linked to eligible program outcomes.

• Collaborate effectively with internal teams—including Legal, State-level operations, Data & Analytics, Materials, Finance, Planning, and Compliance & Regulatory Affairs—to gather necessary inputs for technical, regulatory, operational, and financial evaluations.

⛳️ Requirements

• A bachelor's degree is required in engineering, environmental science, environmental studies, public administration, economics, data analytics, project management, or a related discipline.

• Over 7 years of pertinent professional experience in technical project evaluations, infrastructure or operations assessments, recycling or solid waste programs, regulated funding programs, reimbursement reviews, project analysis, or similar areas.

• Preferred experience in evaluating project scopes, costs, feasibility, regulatory compliance, implementation strategies, or technical documentation.

• Preferred experience with EPR programs, recycling systems, municipal operations, public-sector funding initiatives, regulated programs, or application-based reimbursement processes.
