This is a fully remote position, open to applicants in United States.
• Implement and uphold research security and export controls compliance programs for university clients.
• Act as the subject matter expert and the institutional point of contact regarding research security.
• Foster a culture of compliance and ensure adherence to federal regulations, institutional policies, and requirements from sponsoring agencies.
• Execute risk assessments, create work plans, and implement corrective measures.
• Manage export control programs, make determinations related to export controls, serve as the ITAR empowered official, and oversee licensing processes.
• Develop and maintain the Research Security and Export Controls Manual.
• Provide guidance to the Seattle Children’s community regarding regulatory and enforcement trends.
• Oversee restricted party screenings, user access, training, match reviews, and adjudications.
• Assess requests from international scholars, staff, and students for export control considerations.
• Create processes for reviewing international travel and advocate for safe travel practices.
• Design employee training and processes related to export-controlled equipment and international shipments.
• Analyze research proposals, grant awards, agreements, and contracts for research security and export control stipulations.
• Assist with technology control plans and monitor compliance.
• Formulate and oversee risk mitigation plans mandated by federal funding agencies.
• Participate in committees and working groups at Seattle Children’s.
• Aid in fulfilling requirements for Foreign Gifts and Contracts and Foreign Financial Disclosure reporting.
• Collaborate with faculty, staff, students, legal, compliance, HR, IT, facilities, and research offices.
• Comprehensive knowledge of ITAR, EAR, OFAC regulations, and federal contracting standards.
• Excellent interpersonal and communication abilities with a knack for collaboration.
• Demonstrated experience in creating and executing research compliance programs, global trade compliance, and/or research operations.
• Bachelor’s degree with a minimum of 5 years of relevant experience, or an equivalent combination of advanced degree and experience.
• Proficiency in creating effective online training resources.
• Experience in interpreting, synthesizing, and summarizing intricate federal regulations.
• Proven track record in developing partnerships across various departments.
• Ability to establish trusted advisor relationships with clients.
• Experience in supporting sales and business development initiatives.
• Willingness to travel occasionally based on business and client requirements.
