This is a fully remote position, open to applicants in District of Columbia, +11 more states.
• Oversee the entire lifecycle of Circle’s licensing applications, from market entry justification to approval, while managing multiple programs simultaneously.
• Develop comprehensive program plans that outline sequencing, dependencies, ownership, and timelines.
• Collaborate with cross-functional teams including Legal, Commercial, Compliance, Finance, Treasury, Product, Engineering, and People & Workplace.
• Lead working sessions and present updates to the executive steering committee.
• Monitor and manage risks across ongoing programs, establish escalation pathways, and engage stakeholders proactively.
• Define and manage reporting metrics for senior leadership and cross-functional partners.
• Create and enhance scalable service standards for regulatory and licensing initiatives.
• Assist with external procurement activities, including scoping, contracting, budgeting, and delivery.
• Enhance the global policy organization’s processes for consultations, submissions, briefings, and events.
• Act as the program management resource within the global policy organization, aiding team members in improving planning, communication, and execution.
• Minimum of 7 years of experience in program or project management.
• At least 4 years of experience supporting regulatory, licensing, legal, or compliance functions in financial services, fintech, or similarly regulated industries.
• Direct involvement in at least one licensing, registration, or charter application from initial requirements to submission, or in a regulatory examination or remediation process from start to finish.
• Proven experience in delivering complex, multi-month programs with numerous dependencies and deadlines that are beyond the candidate’s control.
• Ability to hold senior colleagues accountable to commitments without direct authority and to identify risks early.
• Regular, hands-on experience using AI for research, analysis, and internal reporting.
• Demonstrated history of building with AI, including delivered reporting workflows, automation, or internal tools utilized by others.
• Excellent written communication skills, with the ability to create executive-ready status reports.
• Strong discipline in ensuring requirements are followed through to completion.
• Good judgment when handling confidential and privileged information.
• Willingness to support licensing and regulatory activities across different time zones, including occasional requirements outside of standard business hours.
• Familiarity with generative AI models such as ChatGPT and Gemini, along with prompt development skills.
• Preferred: Knowledge of stablecoin and digital asset regulatory issues, including reserve composition, attestation, redemption, safeguarding customer funds, payments, e-money, and virtual asset frameworks.
• Preferred: Experience working with high-bar financial services regulators.
• Preferred: Proficiency in an additional language.
• Preferred: Bachelor’s degree in a relevant field or equivalent professional experience.
• Preferred: Familiarity with Slack, Apple MacOS, and GSuite.
