This is a fully remote position, open to applicants in Maryland.
• Manages the implementation of evaluation projects by coordinating internal teams and external consultants, offering technical advice on research design and analytical methods to guarantee projects are methodologically robust and deliver high-quality outcomes.
• Promotes effective communication within the project team and with external stakeholders by providing consistent project updates and ensuring all involved parties remain informed and engaged throughout the research process.
• Creates and oversees detailed project plans, tracking progress and adapting scope, timelines, and resources as necessary to ensure evaluations are completed on schedule and within budget.
• Maintains the technical accuracy and integrity of project deliverables by enforcing strict quality control measures across data collection, analysis, and reporting activities, promptly resolving any issues that arise.
• Guides and engages in data collection and analysis efforts, utilizing suitable statistical methods to interpret data and derive insights that inform conclusions and recommendations.
• Oversees project budgets by efficiently allocating resources and monitoring expenses, ensuring projects remain within financial limits while fulfilling all objectives.
• Ensures compliance with relevant regulations, ethical standards, and contractual obligations by adhering to established company policies and proactively addressing compliance concerns.
• Manages thorough documentation of project plans, methodologies, and outcomes, ensuring all reports and technical sections (including contributions to proposals) are clear, accurate, and submitted promptly.
• Implements process enhancements to boost team efficiency and project results, utilizing creative problem-solving to navigate challenges and adapt to evolving project requirements.
• Supervises team members by managing assignments, timekeeping, and problem resolution; accountable for quality, performance management, and training.
• Performs additional job-related duties as assigned.
• Bachelor's degree in social sciences, health, science, or a program evaluation field; Master’s degree preferred.
• 10 years of pertinent professional experience.
• 2 years of project management experience.
• Technical proficiency with qualitative and quantitative software packages.
• Exceptional organizational skills, strong attention to detail, and the ability to execute instructions effectively.
• Project and personnel management skills in budgeting, resourcing, planning, tasking, and risk management.
• Capacity to communicate results clearly and effectively.
• Ability to cultivate strong relationships with clients, stakeholders, and external vendors.
• Experience with large data sets, quantitative methods, and multivariate statistical analysis.
• Intermediate proficiency with Microsoft Office productivity software and collaboration tools such as Microsoft Teams and SharePoint.
• Strong attention to detail and proven ability to follow instructions.
• Master’s or Doctoral degree (can substitute for years of experience).
• Project Management Professional (PMP) certification.
• Experience with Bibliometrics or Portfolio Analysis.
• Familiarity with survey design.
• Previous supervisory experience.
• Experience in preparing OMB and IRB clearance packages.
• Intermediate experience with AI tools, including their limitations and risks, and how they can be utilized to support project management tasks.
