This is a fully remote position, open to applicants in Maryland.
• Gather, document, and oversee both business and technical requirements through interviews, workshops, and consultations with public health stakeholders and subject-matter experts.
• Create business requirements, user stories, process maps, data-flow diagrams, and acceptance criteria.
• Assist in analyzing system integrations and data flows across public health programs, laboratories, registries, and external partners.
• Work closely with technical teams to convert requirements into solution designs, backlog items, and implementation strategies.
• Participate in test planning, develop test scenarios, and conduct user acceptance testing alongside subject-matter experts and technical staff.
• Help with documentation efforts, including standard operating procedures (SOPs), data dictionaries, user manuals, and meeting summaries.
• Facilitate discussions regarding data quality, timeliness, reporting needs, and reuse across public health use cases.
• Convey complex technical subjects in a straightforward, accessible manner for non-technical audiences.
• Bachelor's Degree.
• A minimum of 2 years of experience as a Business Analyst in technology-focused projects.
• Proficient understanding of public health surveillance, epidemiology workflows, and STLT public health operations.
• Capability to analyze and document comprehensive workflows, system integrations, and data flows that support surveillance and reporting use cases.
• Demonstrated ability to clearly communicate technical concepts to non-technical audiences.
• Collaborative attitude for engaging with technical delivery teams and public health stakeholders.
• Strong written and verbal communication skills, along with problem-solving and critical thinking abilities.
• Familiarity with public health data exchange and interoperability among PHAs, laboratories, registries, healthcare partners, and federal systems.
• Knowledge of public health standards and artifacts, including HL7 v2, CDA, and FHIR.
• Understanding of Generative AI and agentic research in comparison to other automation methods.
