This is a fully remote position, open to applicants in Pennsylvania.
• Provide assistance to local, state, tribal, and/or territorial clients regarding FEMA Public Assistance and Hazard Mitigation in the aftermath of a federally declared disaster.
• Collaborate directly with clients to identify and formulate projects, offering technical support and expertise throughout the development, submission, and coordination of project documentation for FEMA evaluation and approval.
• Guide designated clients through the FEMA Public Assistance (PA) program and related recovery initiatives from the declaration phase to funding approval.
• Analyze and apply 44 CFR, the Stafford Act, the FEMA Public Assistance Program and Policy Guide (PAPPG), and other relevant regulations to assess project documentation and create project worksheets (PWs) to ensure eligibility, scope accuracy, and cost reasonableness.
• Use the FEMA Grants Portal to monitor progress, identify risks, and maintain data integrity.
• Lead the project team in client support and assistance, including project identification, development, requests for additional information, and appeals, when necessary.
• Oversee project activities to ensure alignment with established deadlines.
• Collaborate with architects, engineers, and construction managers as required to verify quantities, create cost estimates, and resolve discrepancies between site inspections and documentation.
• Prepare and present program-specific operational guidance to sub-recipients.
• Provide excellent customer service through daily interactions with FEMA, state emergency management officials, and sub-recipients.
• Ensure timely delivery of quality outputs that adhere to AECOM's quality standards.
• Bachelor’s degree (BA/BS) from an accredited institution.
• Minimum of 6 years of relevant experience or a demonstrated equivalency of experience and education.
• Proven experience delivering PA Assistance in at least two previous disaster scenarios.
• Practical knowledge of FEMA Categories and project worksheet development.
• Ability to adapt and manage various tasks, often under competing priorities.
• Exceptional verbal and written communication skills.
• Capacity to collaborate effectively in a team setting.
• Strong work ethic with the ability to work autonomously.
• Capable of performing comprehensive duties under minimal supervision, requiring extensive and diverse experience and the ability to make independent decisions.
• Proficient in resolving issues using advanced techniques and methodologies.
• Strong understanding and experience with established procedural processes utilizing an enterprise content management system.
